Rick Kasper was appointed Parliamentary Secretary to the Minister of Health and Minister Responsible for Seniors in February 2000. Previously, he served as Parliamentary Secretary to the Minister of Employment and Investment from February 1998 to February 2000 and as Parliamentary Secretary to the Minister of Transportation and Highways from June 1996 to February 1998. Rick currently serves on a number of legislative committees. In 1992, he headed a special review of legislation governing manufactured home and park owners in British Columbia and in 1996, he chaired the committee on trucking de-regulation.

Rick was first elected as MLA in the constituency of Malahat-Juan de Fuca in the 1991 general election and was re-elected in 1996.

Prior to the 1991 election, Rick was a self-employed bricklayer and stone mason. He obtained his bricklaying trade certificate from Pacific Vocational Institute.

Rick served as Langford's elected director of the Capital District for nine years. He has also served on the CRD Hospital and Housing Boards, the Regional Community Health Committee, the Victoria Regional Transit Commission and on the Vancouver Island Transportation Task Force. Other community involvements include: Glen Lake Residents' Association, Chamber of Commerce, Economic Development Committee and the local Food Bank.

Rick Kasper is married to Doni Eve and they have a son named Aaron. He has lived in Malahat-Juan de Fuca for over 20 years.
