SPECIAL COMMITTEE TO REVIEW THE
PERSONAL INFORMATION PROTECTION ACT

Present: Ron Cantelon, MLA (Convener); Leonard Krog, MLA; Mary Polak, MLA

Unavoidably Absent: Harry Lali, MLA (Deputy Chair); John Rustad, MLA

1. As there was not yet a Chair elected to serve the Committee, the Clerk Assistant and Committee Clerk called the meeting to order at 12:02 p.m.

2. Resolved, that Ron Cantelon, MLA be elected to serve as Chair of the Special Committee to Review the Personal Information Protection Act. (Leonard Krog, MLA)

3. Resolved, that Harry Lali, MLA be elected to serve as Deputy Chair of the Special Committee to Review the Personal Information Protection Act. (Mary Polak, MLA)

4. The Committee briefly reviewed its terms of reference.

5. The Committee adjourned to the call of the Chair at 12:05 p.m.

          The committee met at 12:02 p.m.

Election of Chair and Deputy Chair

           K. Ryan-Lloyd (Clerk Assistant and Committee Clerk): Good afternoon, and welcome to this first meeting of the Special Committee to Review the Personal Information Protection Act. As this is the first meeting of this committee in this session and there has not yet been a Chair elected, I hereby open the floor for nominations for that position.

           L. Krog: I would like to nominate Ron Cantelon, the MLA for Nanaimo-Parksville.

           K. Ryan-Lloyd (Committee Clerk): Do you accept the nomination?

           R. Cantelon: I do.

           K. Ryan-Lloyd (Committee Clerk): All right. Seeing no further nominations, all those in favour?

           Motion approved.

           [R. Cantelon in the chair.]

           R. Cantelon (Chair): Thank you. The next order of business is the election of Deputy Chair. We're open for nominations.

           M. Polak: I'd like to nominate Harry Lali, the member for Yale-Lillooet.

           R. Cantelon (Chair): Are there any other nominations? Hearing no other nominations, all those in favour of appointing the member for Yale-Lillooet?

           Motion approved.

Committee Terms of Reference

           R. Cantelon (Chair): This will be a very brief meeting. We're going to review the terms of reference. I think you probably have it in front of you. On April 19 the Legislative Assembly agreed that a Special Committee to Review the Personal Information Protection Act be appointed to examine in accordance with section 59 of the Personal Information Protection Act and in particular, without limiting the generality of the foregoing, the collection, use and disclosure of personal information by organizations.

           It's fairly broad. David Loukidelis has volunteered to brief us on what the scope of his work is and his authority, so I suggest that's what we do. We'd probably allow about an hour, an hour and a half, for that presentation. I think most of you have been to these kinds of things. We'll be asking you to do that between now and the next couple of weeks before the session ends. Then at that meeting, after we hear him, we'll sort of map out what strategy we'll do to do hearings.

           So that's really all we have. Any other business that any members wish to raise?

           K. Ryan-Lloyd (Committee Clerk): May I introduce the research staff?

           R. Cantelon (Chair): Oh, I'm sorry. Yes, we're very happy to have Josie Schofield with us, who will be our research analyst, and Simon Gray as our committee researcher.

           Hearing no further business, we do have lunch, which is always a nice feature to attract attendance and prompt attention to detail. We'll hear a motion to adjourn.

          The committee adjourned at 12:05 p.m.
