Election of Chair and Deputy Chair

C. James (Clerk Assistant and Clerk of Committees): This being the first meeting of the Special Committee to Review the Freedom of Information and Protection of Privacy Act, being Clerk to the committee and there not being a Chairperson, I call for nominations for Chair.

D. Horne: I'll nominate Ron Cantelon.

C. James (Clerk of Committees): Any further nominations? Seeing no further nominations, I presume you accept the nomination. That being the case, I'll put the motion on the question.

Motion approved.

[R. Cantelon in the chair.]

R. Cantelon (Chair): Thank you very much. I'd like to call for nominations for Deputy Chair.

K. Conroy: I nominate Doug Routley.

R. Cantelon (Chair): Are there any further nominations? Are there any further nominations? Are there any further nominations?

I declare Doug Routley the Deputy Chair. Congratulations.

Committee Business

R. Cantelon (Chair): We'll be meeting on Wednesday. This is a compulsory review of the legislation. Basically, it involves a series of public inputs. We want to try to get that going as quickly as we can. I'll talk to Doug about how we can…. We don't know when we're going back, and we're going to be interrupted by the Olympics, so we'll discuss the logistics of that.

But the idea is to get the input as open as we can for as long as we can, and then, of course, we'll machinate over the results of what we heard.

That's basically it. That's all we need to do today. On Wednesday we'll be hearing from both David Loukidelis and the ministry on that, and you'll have an opportunity to question and learn more about it.

In the meantime we've got a wonderful act here for you to read. Actually, there's some reading that was referred to me by David Loukidelis, if you're interested. There may be some books to read. It's going to be an interesting topic.

You may say a few words, Craig.

C. James (Clerk of Committees): In front of you, you've got a copy of the committee's terms of reference, which are fairly thorough; a copy of the previous committee's report from six years ago — this is a statutory review and is required by statute to be conducted by a special committee of the Legislature every six years; and a copy of the Freedom of Information and Protection of Privacy Act.

If you have any questions at all about the process that might unfold over the course of the next little while with this committee, I'd be very happy to talk to you about the procedural and administrative components regarding that.

R. Sultan: As a matter of information, Mr. Clerk, did the report of the special committee of May 2004 result in substantive changes to the law as it then stood?

C. James (Clerk of Committees): I don't know if there were substantive changes. There were certainly a number of recommendations, which I think were embraced by the Legislature.

K. Conroy: Ron, did you say there was a list of recommended reading from Mr. Loukidelis?

R. Cantelon (Chair): Well, they do have a couple of books, yes. I can send those to you, if you'd like. I'll forward them to you — a couple of books. I'm reading one. They're in the Leg. Library and should be quite interesting.

K. Conroy: If you could just forward the names to us. Thank you.

R. Cantelon (Chair): I certainly will. I'll send them to Doug, and he can send them on.
