HER MAJESTY, by and with the advice and consent of the Legislative Assembly of the Province of British Columbia, enacts as follows:
1 Section 2 of the First Peoples' Heritage, Language and Culture Act, S.B.C. 1990, c. 7, is amended by adding the following subsections:
(4.1) Subject to the prior approval in writing of the tribal council that nominated him or her, a member of the committee may designate another person to attend one or more committee meetings in his or her place.
(4.2) A person designated under subsection (4.1) who attends a meeting of the committee in accordance with the designation has the status of a member at that meeting.
2 Section 3 is amended
(a) by repealing subsection (2) (b) and substituting the following:
(b) not less than 6 or more than 9 members appointed by the Lieutenant Governor in Council from a list of persons recommended under section 2 (5). , and
(b) by repealing subsection (5) and substituting the following:
(5) The Lieutenant Governor in Council may determine the remuneration of the members of the board and the terms and conditions of their appointments.
3 Section 2 of the Hydro and Power Authority Act, R.S.B.C. 1979, c. 188, is amended by striking out "not more than 15".
4 Section 6 of the Special Accounts Appropriation and Control Act, S.B.C. 1988, c. 26, is repealed and the following substituted:
6 The Minister of Aboriginal Affairs may pay or lend or provide loan guarantees to an amount equal to the interest calculated on and attributable to the balance in the First Citizens Fund special account for the purposes of advancing and expanding the culture, education and economic opportunities and the position of persons of North American aboriginal ancestry who are ordinarily resident in British Columbia.
