The Hon. C. Gabelmann (Attorney General) tabled the following:

70th Annual Report of the Liquor Distribution Branch, fiscal year ended March 31, 1991.

Liquor Control and Licensing Branch Annual Enforcement Report, 1990/91.

20th Annual Report of the Criminal Injury Compensation Act of British Columbia, January 1 - December 31, 1991.

Order called for "Oral Questions by Members."

The House proceeded to "Orders of the Day."

The Hon. M. Sihota (Minister of Labour) asked leave to move a motion.

Leave was not granted.

The Hon. M. Sihota (Minister of Labour) made a ministerial statement relating to a fair wage and skill development policy for public construction projects.

Mr. Farrell-Collins made a statement.

Mr. Weisgerber advised the Chair of his intention to raise a matter of privilege.

The Hon. G. Clark (Minister of Finance and Corporate Relations) presented to the Speaker a Message from His Honour the Lieutenant Governor, which read as follows:

The Speaker declared a short recess for distribution of the Bill.

On the motion for second reading of Bill (No. 16) a debate arose.

On the motion of the Hon. G. Clark that the House, at its rising, stand adjourned for five minutes, a debate arose.

51  Mr. Farrell-Collins to move--
Be it resolved that this Legislative Assembly urges the Government to engage in full public consultation on the serious implications of this Government's "Fair Wage" policy, including public hearings on a province- wide basis, before proceeding any further with this policy.
