The House proceeded to "Orders of the Day."

Pursuant to Order, the House resumed the adjourned debate on the motion "That the Speaker do now leave the Chair" for the House to go into Committee of Supply.

The debate continued.

50  Ms. Stephens moved, seconded by Mr. Anderson--
Be it resolved that the motion "That the Speaker do now leave the Chair" for the House to go into Committee of Supply be amended by adding the following: ", but this House regrets that the budget presented by the Honourable Minister of Finance constitutes a major assault on all British Columbia taxpayers at a time when they are already suffering under the burden of taxation in a time of recession, and furthermore, that the budget fails to address the crucial need to enhance the competitiveness of British Columbia's economy or to develop a plan to reduce the provincial debt."

The debate on the amendment continued.

On the motion of Mr. Anderson, the debate was adjourned to the next sitting of the House.

And then the House adjourned at 12.03 p.m.

The Hon. M. Sihota (Minister of Labour and Consumer Services and Minister Responsible for Constitutional Affairs) tabled the following:

British Columbia Hydro and Power Authority 1991 Annual Report.

The Annual Report of the Ministry of Labour and Consumer Services, 1990-1991.

British Columbia Industrial Relations Council Annual Report, 1991.

19th Annual Report of the Insurance Corporation of British Columbia for the 12 months ended December 31, 1991.

Workers' Compensation Board of British Columbia 1991 Annual Report and a document entitled Statistics '91.

Order called for "Oral Questions by Members."

The Hon. J. Cashore (Minister of Environment, Lands and Parks) made a ministerial statement relating to aerial spraying of bacterial product to deal with gypsy moths.

Mr. Mitchell made a statement.

Mr. Serwa made a statement.

Ms. MacPhail presented the Report of the Special Committee on Constitutional Matters dated April 2, 1992.

The Report was taken as read and received.

By leave, the Member for Peace River South tabled a copy of a letter addressed to the Auditor General and, by leave, made a statement related thereto.

The Hon. M. Sihota made a ministerial statement relating to the work done by the Special Committee on Constitutional Matters.

Mr. Wilson made a statement.

Mr. Serwa made a statement.

The Hon. M. Sihota (Minister of Labour and Consumer Services and Minister Responsible for Constitutional Matters) presented a petition.

The House proceeded to "Orders of the Day."

On the motion of Ms. MacPhail, the debate was adjourned to the next sitting of the House.

54  Mr. Chisholm to move--
Be it resolved that this Legislative Assembly support the implementation of a commuter rail service between Chilliwack and Vancouver which is specifically designed to: (a) reduce the traffic on the Trans-Canada Highway and the need for massive upgrading; (b) reduce auto emissions as the main source of pollution in the Fraser Valley and the riding of Chilliwack; and (c) help alleviate Vancouver's parking problems.
