Prayers by Mr. Gingell.

The Hon. J. Smallwood (Minister of Social Services) tabled the Annual Report of the Ministry of Social Services and Housing, 1989/90.

Mr. Farrell-Collins rose on a matter of privilege relating to the Report of the Special Committee on Constitutional Matters tabled in the House yesterday.

The Hon. G. Clark, on behalf of the Hon. C. Gabelmann, reserved the right of reply.

Mr. Lovick, as Co-Chair of the Committee, reserved the right of reply.

Matter taken under advisement.

The House proceeded to "Orders of the Day."

Order called for "Private Members' Statements."

On a point of order being raised by Mr. Schreck, the Speaker ruled that the anticipation rule applies to Members' Statements in relation to Bills appointed for discussion.

On a point of order being raised by Mr. Schreck, the Speaker ruled that the term "private member", under Standing Order 25a (Private Members' Statements), refers to a Member who makes a statement and not to the Member making a response. Statements may only be made by Members who are not Members of Cabinet but all Members of the House are eligible to make a response.

Pursuant to Order, the House resumed the adjourned debate on the amendment to the motion "That the Speaker do now leave the Chair" for the House to go into Committee of Supply.

The debate on the amendment continued.

The House divided.

On the motion of Mr. Jarvis, the debate was adjourned to the next sitting of the House.
