Ten o'clock a.m.

The Clerk of the House informed the House of the unavoidable absence of the Speaker, whereupon Mr. Barnes, Deputy Speaker, took the Chair, pursuant to Standing Order 12.

Prayers by Mr. Anderson.

The Speaker declared a short recess.

His Honour the Administrator having entered the House, and being seated in the Chair -- E. George MacMinn, Q.C. , Deputy Clerk, read the titles to the following Bills:

Bill (No. 41) Miscellaneous Registrations Act, 1992.

Bill (No. 47) Municipal Amendment Act, 1992.

Bill (No. Pr 401) An Act to Incorporate the Coquitlam Foundation.

Bill (No. Pr 402) Vancouver School of Theology Act.

His Honour was pleased in Her Majesty's name to give assent to the said Bills.

The said assent was announced by Ian M. Horne, Q.C. Clerk of the Legislative Assembly "In Her Majesty's name, His Honour the Administrator doth assent to these Bills."

His Honour the Administrator was then pleased to retire.

The Hon. L. Boone (Minister of Government Services) tabled British Columbia Lottery Fund Grant Payments, 1991/92 Volume I, and Volume II.

The Hon. L. Boone (Minister of Government Services) presented to the Speaker a Message from His Honour the Lieutenant Governor, which read as follows:

The Lieutenant Governor transmits herewith Bill (No. 54) intituled Pension Statutes (Transitional Arrangement) Act and recommends the same to the Legislative Assembly.

Second reading at the next sitting after today.

The House proceeded to "Orders of the Day."

Order called for "Private Members' Statements."

The House proceeded to "Public Bills and Orders and Government Motions on Notice".

Bill (No. 40) intituled Social Services Statutes Amendment Act, 1992 was read a second time.

By leave, Bill (No. 40) was committed, reported complete with amendment, and by leave read a third time and passed.

Bill (No. 55) intituled Range Amendment Act, 1992 was committed, reported complete without amendment, on division, and read a third time, and passed, on division.

In consideration of section 12 of Bill (No. 55) the following proposed amendment was defeated on division.

Mr. Chisholm moved, in Committee of the Whole on Bill (No. 55) intituled Range Amendment Act, 1992 to amend as follows:

SECTION 12, by adding "who is wilfully or negligently" after "owner of the livestock or the person".

Section 14 of Bill (No. 55) passed, on division.

The Hon. L. Boone (Minister of Government Services) made a ministerial statement regarding an investigation, pursuant to section 85 of the Society Act, on Nanaimo Commonwealth Holding Society, H.C.H.S. Charities Society, Harewood Community Hall Association and Harewood and District Social Centre Society.

And then the House adjourned at 12.28 p.m.
