The printed version remains the official version. ====================================================================== BUDGET '93 HIGHLIGHTS INVESTING IN PEOPLE þ Health spending up by four per cent to just under $6.2 billion. þ Grants to elementary and secondary schools up by three per cent to $3.3 billion and operating grants to universities and colleges increase to $1.03 billion. BC 21 -- BUILDING OUR FUTURE þ A major commitment and plan to lay the groundwork for a strong economy. þ A $350 million acceleration of investments to support vital public services like health care, education and justice. þ A new BC Transportation Financing Authority to finance and construct new highway and other high-priority transportation investments. þ Crown corporation investment activities targeted to meet regional economic goals. þ Additional $100 million in 1993/94 to develop innovative approaches to investment, training and job creation. CUTTING WASTE AND IMPROVING EFFICIENCY þ Spending to decline in six ministries in 1993/94. þ Seven redundant agencies of government eliminated. þ Freeze on MLA's salaries continued. REVENUE MEASURES þ Personal income tax surcharge on wealthiest eight per cent of income earners increased, effective January 1, 1994. þ Income tax on large corporations up by one-half of one percentage point effective July 1, 1993. þ Three-per-cent surtax on luxury vehicles. þ Increase in general sales tax rate to seven per cent from six per cent. þ Extension of sales tax to specified labour services, with labour to repair homes and other real property remaining exempt. TAX RELIEF þ Taxes reduced for 600,000 households with new sales tax credit of $50 per person. þ Taxes reduced for approximately 3,500 small businesses under the corporation capital tax. FISCAL HIGHLIGHTS þ Expenditures to total $18.995 billion, revenues to total $17,460 billion. þ Deficit reduced to $1.535 billion.
