HER MAJESTY, by and with the advice and consent of the Legislative Assembly of the Province of British Columbia, enacts as follows:

Definitions

1 In this Act:

"fiscal year" and "vote" each have the same meaning as in the Financial Administration Act;

"special account" means the Grazing Enhancement Special Account established by section 2.

Special account

2 An account called the Grazing Enhancement Special Account is established as a special account in the general fund of the consolidated revenue fund.

Expenditures

3 (1) The minister may pay money out of the special account in accordance with subsection (2) for the implementation of projects for the maintenance and enhancement of range resources in a manner consistent with regional land use planning objectives and in accordance with one or more program plans that are approved by the Treasury Board.

(2) Money paid out in accordance with subsection (1) must not exceed,

(a) during the fiscal year of the government ending March 31, 1996, the amount allocated to the special account in that fiscal year by one or more votes, and

(b) during each of the next 4 fiscal years of the government, the amount allocated to the special account in that fiscal year by one or more votes, plus any balance in the special account at the beginning of that fiscal year.

Annual report

4 The minister must submit an annual report respecting the operation of the special account, including information that the Treasury Board may specify, to the Treasury Board not later than 90 days after the end of the fiscal year of the government.

Sunset provision

5 This Act, except section 6, is repealed on March 31, 2000.

Transitional

6 Money may be paid out of the general fund of the consolidated revenue fund after the end of March, 2000 in satisfaction of liabilities incurred on the basis of an appropriation under the Grazing Enhancement Special Account Act.

Commencement

7 This Act is deemed to have come into force on April 1, 1995, and is retroactive to the extent necessary to give it effect on and after that date.
