Ten o'clock a.m.

Prayers by Mr. Garden.

Mr. Mitchell rose on a matter of privilege relating to the release of budget information prior to the delivery of the budget speech.

The Hon. G. Clark made representations.

Ms. Tyabji made representations.

The Speaker cited Beauchesne's Parliamentary Rules and Forms, 6th edition, and ruled that the budget document is a state document. Budget secrecy is a political convention and, if breached, the matter does not involve a question of privilege.

Mr. Farrell-Collins asked leave, pursuant to Standing Order 35, to move adjournment of the House to discuss a definite matter of urgent public importance, namely: "the total lack of government security surrounding confidential information and the resulting crisis of confidence in this government."

The Hon. G. Clark made representations.

Mr. Weisgerber made representations.

Mr. Wilson made representations.

The Speaker gave his opinion that the matter was within the confines of Standing Order 35 and that in addition, the urgency of debate was demonstrated by the acceleration of the timing of the budget speech from 2 o'clock p.m. to 10 o'clock a.m.

The House proceeded to "Orders of the Day."

On the motion of the Hon. E. Cull (Minister of Finance and Corporate Relations) it was Ordered--
That this House, at its next sitting, resolve itself for this Session into a Committee to consider the Supply to be granted to Her Majesty.

The Hon. E. Cull (Minister of Finance and Corporate Relations) presented:

The Report of the Comptroller General (Interim Financial Statements for the Ten Month Period Ending January 31, 1995) in accordance with section 8 (4) of the Financial Administration Act.

The Hon. E. Cull (Minister of Finance and Corporate Relations) presented to the Speaker a Message from His Honour the Lieutenant Governor, which read as follows:

Lieutenant Governor

The Lieutenant Governor transmits herewith:

Estimates -- Fiscal Year Ending March 31, 1996; and

Supplement to the Estimates -- Fiscal Year Ending March 31, 1996;

and recommends the same to the Legislative Assembly.

Ordered, that the Message, and the Estimates accompanying same, be referred to the Committee of Supply.

The Hon. E. Cull (Minister of Finance and Corporate Relations) moved, seconded by the Hon. A. Charbonneau (Minister of Education), "That the Speaker do now leave the Chair" for the House to go into Committee of Supply.

A debate arose, which was, on the motion of Mr. Gingell, adjourned until later today.

The Hon. E. Cull (Minister of Finance and Corporate Relations) presented to the Speaker a Message from His Honour the Lieutenant Governor, which read as follows:

The Lieutenant Governor transmits herewith: Bills (Nos. 2, 3, 4 and 5) intituled:

Budget Measures Implementation Act, 1995;

Grains and Oilseeds Revenue Protection Plan Trust Fund Act;

Grazing Enhancement Special Account Act; and

Securities Amendment Act, 1995;

and recommends the same to the Legislative Assembly.

Bills introduced and read a first time.

Bills Ordered to be placed on the Orders of the Day for second reading at the next sitting after today.

And then the House adjourned at 11.35 a.m.

Two o'clock p.m.

Order called for "Oral Questions by Members."

By leave, Mr. Neufeld tabled a copy of a letter from Fort St. John General Hospital.

The House proceeded to "Orders of the Day."

78  Mr. Farrell-Collins moved "that the House adjourn to discuss a definite matter of urgent public importance, namely, the total lack of government security surrounding confidential information and the resulting crisis of confidence in this government."

A debate arose.

The House returned to "Orders of the Day."

Pursuant to Order, the House resumed the adjourned debate on the motion "That the Speaker do now leave the Chair" for the House to go into Committee of Supply.

The debate continued.

On the motion of Mr. de Jong, the debate was adjourned to the next sitting of the House.

The Hon. A. Charbonneau advised that the House will sit Wednesday, pursuant to Standing Order 2 (2).

And then the House adjourned at 5.56 p.m.
