Ten o'clock a.m.

The Clerk of the House informed the House of the unavoidable absence of the Speaker, whereupon Mr. Lovick, Deputy Speaker, took the Chair, pursuant to Standing Order 12.

Prayers by Mr. Gingell.

The House proceeded to "Orders of the Day."

Order called for "Private Members' Statements."

Upon a point of order being raised by the Member for Vancouver-Langara, the Deputy Speaker observed that the spirit of Standing Order 25A and Private Members' Statements was best served by avoiding overtly partisan statements.

By leave, on the motion of the Hon. P. Priddy, it was Ordered that Monday be considered as Day 4, pursuant to Standing Order 45A, for purposes of the amendment only.

Pursuant to Order, the House resumed the adjourned debate on the Address in Reply to the Speech of His Honour the Lieutenant Governor at the opening of the Session.

The debate continued.

77   By leave, Mr. Warnke, seconded by Mr. Tanner, moved--
"We, Her Majesty's most dutiful and loyal subjects, the Legislative Assembly of British Columbia, in Session assembled, beg leave to thank Your Honour for the gracious Speech which your Honour has addressed to us at the opening of the present Session," be amended by adding the following: ". . . but this assembly regrets that this government is not putting an end to the policies and the tax grabs that are hurting ordinary British Columbians; that this government in the 41 months that it has been in office has created a debt that has the fastest growing debt service costs of any province in Canada and, even now, in the Speech from the Throne, that this government refuses to take the steps necessary to cut spending and stop hiding from the citizens of this province the amount of waste it generates; and furthermore, that this government fails miserably again in outlining a responsible economic plan to ensure the future prosperity of ordinary British Columbians while it continues to overtax all working families and pour money into the mismanagement of education and health programs which deprive students, patients and other ordinary British Columbians of a future with real, sustainable jobs and services."

On the motion of Mr. Farnworth, debate on the amendment was adjourned to the next sitting of the House.

And then the House adjourned at 11.47 a.m.

NOTICE OF MOTIONS

Monday, April 10

81   Ms. Lord to move--
Be it resolved that this House, noting that federal funding cuts to health care threaten to erode the quality, universality and portability of our health care system, condemn the Government of Canada's $6 billion cut to transfer payments to the provinces for health care and other social programs.
