30. Resolved, That a sum not exceeding $399,564 be granted to Her Majesty to defray the expenses of Ministry of Environment, Lands and Parks and Ministry Responsible for Multiculturalism and Human Rights, Minister's Office, to 31st March 1996.

31. Resolved, That a sum not exceeding $211,373,276 be granted to Her Majesty to defray the expenses of Ministry of Environment, Lands and Parks and Ministry Responsible for Multiculturalism and Human Rights, Ministry Operations, to 31st March 1996.

64. Resolved, That a sum not exceeding $1,491,000 be granted to Her Majesty to defray the expenses of Other Appropriations, Environmental Appeal Board and Forest Appeals Commission, to 31st March 1996.

Section A of Committee of Supply reported the Resolutions and completion of the Estimates of the Ministry of Environment, Lands and Parks.

The House resumed the adjourned debate on the motion for second reading of Bill (No. 28) intituled Election Act.

The debate continued.

Ms. Tyabji moved the following amendment:
That this bill not now be read a second time, but that it be referred to a committee of the whole House for study and discussion, and be taken to the public where, through a process of public meetings, the public's view may be heard.

The Deputy Speaker ruled that the amendment was not in order. Pursuant to Standing Order 78a, only the Member having conduct of the Bill could move a motion to refer the Bill to a Committee. The customary amendment to the motion for second reading would propose to refer the subject matter of the Bill to a Select Standing Committee.

The debate continued.

Mr. Wilson moved the following amendment:
That Bill (No. 28) be amended by deleting all of the words after "that" and adding "that this Bill not be read a second time now but rather that the subject matter be referred to the Select Standing Committee of the House on Justice, Constitutional Affairs and Intergovernmental Relations."

The debate on the amendment continued.

On the motion of Mr. Jarvis, the debate on the amendment was adjourned to the next sitting of the House.
