Prayers by Mr. Hurd.

On the motion of Mr. Campbell, Bill (No. M201) intituled Education As An Essential Service Act was introduced.

Mr. Campbell requested that the Bill proceed through all stages this day pursuant to Standing Order 81.

Mr. Speaker ruled that only the House Leader could invoke Standing Order 81 pursuant to her responsibilities with respect to business of the House.

Mr. Farrell-Collins asked leave for the application of Standing Order 81.

Leave was denied.

Mr. Wilson rose on a point of order, namely, whether the Standing Orders provided for a Question Period during today's sitting.

Mr. Speaker ruled that the provisions of Standing Order 47A were explicit and that they did not provide for a Question Period on a weekend sitting unless the House had otherwise ordered.

The House proceeded to "Orders of the Day."

On the motion for second reading of Bill (No. 21) intituled Education and Health Collective Bargaining Assistance Act, a debate arose.

The debate continued.

On the motion of Ms. Tyabji, the debate was adjourned until later today.

The House recessed until 1 o'clock p.m.


One o'clock p.m.

The House resumed the adjourned debate on the motion for second reading of Bill (No. 21) intituled Education and Health Collective Bargaining Assistance Act.

The debate continued.

Mr. Wilson moved the following amendment --
That the motion for second reading of Bill (No. 21) intituled Education and Health Collective Bargaining Assistance Act be amended by deleting the word "now" and substituting therefor the words "six months hence."

The debate on the amendment continued.

The House divided.
