Prayers by Mr. Neufeld.

The Premier of Eastern Cape in South Africa addressed the House by consent.

The Speaker thanked the Premier on behalf of the Members of the Legislative Assembly.

On the motion of Ms. Edwards, Bill (No. M 202) intituled Black History Month Act was introduced, read a first time, and Ordered to be placed on the Orders of the Day for second reading at the next sitting after today.

The Hon. E. Cull (Minister of Finance and Corporate Relations) presented to the Speaker a Message from His Honour the Lieutenant Governor, which read as follows:

Lieutenant Governor

The Lieutenant Governor transmits herewith Bill (No. 5) intituled Tax and Consumer Rate Freeze Act and recommends the same to the Legislative Assembly.

Bill introduced and read a first time.

Bill Ordered to be placed on the Orders of the Day for second reading at the next sitting after today.

Order called for "Oral Questions by Members."

Mr. Gingell presented a petition on behalf of Delta Farm Expropriation Victims regarding expropriated farmlands.

By leave, Mr. Weisgerber tabled a copy of the official minutes of the Board of Directors of ICBC.

Mr. Gingell presented the Second Report of the Select Standing Committee on Public Accounts for the Fourth Session of the Thirty-fifth Parliament.

Resolved, That the Report be taken as read and received.

By leave of the House, the Rules were suspended and the Report adopted.

The House proceeded to "Orders of the Day."

Pursuant to Order, the House resumed the adjourned debate on the Address in Reply to the Speech of His Honour the Lieutenant Governor at the opening of the Session.

The debate continued.

On the motion of Ms. Reid, the debate was adjourned to the next sitting of the House.

The Hon. E. Barnes (Speaker) tabled the Auditor General of British Columbia and Deputy Ministers' Council Report -- Enhancing Accountability for Performance: A Framework and an Implementation Plan -- Second Joint Report.

And then the House adjourned at 6.01 p.m.
