Prayers by Ms. Brewin.

The Hon. D. Lovick (Speaker) tabled the following documents:

Auditor General 1996/97: Report 1 -- Performance Audit -- Management of Child Care Grants, Ministry of Women's Equality;

Auditor General 1996/97: Report 2 -- Crown Corporations Governance Study;

Auditor General 1996/97: Report 3 -- Performance Audit -- Vancouver Island Highway Project: Planning and Design -- Ministry of Transportation and Highways;

Auditor General 1996/97: Report 4 -- Performance Audit --Trucking Safety -- Ministry of Transportation and Highways, Motor Vehicle Branch;

Auditor General 1996/97: Report 5 -- A Review of Government Revenue and Expenditure Programs Relating to Alcohol, Tobacco, and Gaming;

Report of the Chief Electoral Officer relating to the Statement of Votes of the Thirty-Sixth Provincial General Election held on May 28, 1996, pursuant to section 13 of the Election Act; and

Report entitled Opinion of the Acting Commissioner of Conflict of Interest in the Matter of Alleged Contravention of Provisions of the Members' Conflict of Interest Act by the Honourable Member for Esquimalt-Metchosin.

Mr. Farrell-Collins rose on a point of order namely to inquire whether a nomination for an appointment pursuant to section 5 of the Electoral Boundaries Commission Act had been made.

The Speaker advised that the matter was under consideration.

Mr. Farrell-Collins advised the Chair of his intention to raise a matter of privilege.

Mr. Gingell advised the Chair of his intention to raise a matter of privilege.

Mr. de Jong advised the Chair of his intention to raise a matter of privilege.

The Speaker announced that His Honour the Lieutenant Governor was about to enter the Chamber.

The Honourable GARDE B. GARDOM, Q.C., Lieutenant Governor of the Province, having entered the House, took his seat on the Throne, and was pleased to deliver the following gracious Speech:

Honourable Speaker and Members of the Legislative Assembly:

In closing this first session of the thirty-sixth parliament of British Columbia, I wish to commend you on the accomplishments of the past year. This session has seen the passage of measures of wide-ranging and significant importance to the people of our province.

Honourable Members, on behalf of all British Columbians, I wish to express my appreciation for the care and attention you have given to your deliberations. I now relieve you of your legislative duties.

His Honour the Lieutenant Governor was then pleased to retire.

The Hon. U. Dosanjh (Attorney General) then said:

Honourable Speaker and Members of the Legislative Assembly:

It is His Honour the Lieutenant Governor's will and pleasure that the Legislative Assembly be prorogued until 2 o'clock p.m. today, and this Provincial Legislative Assembly is hereby prorogued accordingly.

And then the House prorogued at 11.44 a.m.
