The Hon. A. Petter (Minister of Finance and Corporate Relations and Minister Responsible for Intergovernmental Relations) tabled the Financial Statements of the British Columbia Educational Institutions Capital Financing Authority, as at March 31, 1996.

By leave, on the motion of the Hon. J. MacPhail, it was Ordered that leave be given for the Special Committee of Selection to meet while the House is in session today.

The House proceeded to "Orders of the Day."

Pursuant to Order, the House resumed the adjourned debate on the motion "That the Speaker do now leave the Chair" for the House to go into Committee of Supply.

The debate continued.

On the motion of Mr. Calendino, the debate was adjourned to the next sitting of the House.

And then the House adjourned at 11.50 a.m.

The Hon. D. Miller (Minister of Employment and Investment and Minister of Municipal Affairs and Housing) tabled the Science Council of British Columbia Annual Review and Financial Review, 1995/96.

Mr. Stevenson requested that the Speaker convey the best wishes of the Legislative Assembly to the 11th Annual International Conference on AIDS, taking place in Vancouver.

Ms. Sanders made a statement.

The Speaker advised that he would convey these wishes on behalf of the Legislative Assembly.

NOTICE OF MOTIONS

31 Mr. Hurd to move in amendment, seconded by Ms. Stephens --

"Be it resolved that the motion 'that the Speaker do now leave the Chair for the House to go into Committee of Supply' be amended by adding the following: 'but the House regrets that the Minister of Finance has publicly acknowledged that the budget presented to this House, and foreshadowed in the Speech from the Throne, does not accurately reflect the true nature of the Province's finances. This House is concerned that the balanced budget described in the Speech from the Throne is actually a deficit budget of at least $235 million. This House further regrets that despite commitments made in the pre-election budget brought down in April, the government's current budget freezes more than $250 million in capital spending for roads, schools, hospitals and other public projects.' ''

32 Mr. Anderson to move in amendment, seconded by Ms. Chong --

That the address in reply to the throne speech be amended by adding the following:

". . . but this assembly regrets the statements with respect to the 1995-96 Budget included within the throne speech."
