PROPOSED AMENDMENTS ON NOTICE

2   The Hon. A. Petter to move, in Committee of the Whole on Bill (No. 2) intituled Budget Measures Implementation Act, 1997 to amend as follows:

SECTION 23,

(a) in the proposed section 339 (1) (q) of the Municipal Act, by deleting "section 339 (1) (q) as it read before its replacement by this paragraph," and substituting "a pollution abatement provision,",

(b) in the proposed section 339 (3) (b) of the Municipal Act, by deleting "under subsection (1) (q)" and substituting "for pollution abatement purposes", and

(c) in the proposed section 339 (4) of the Municipal Act, by adding the following definition:

"pollution abatement provision" means section 339 (1) (q) of this Act, section 15 (1) (s) of the Taxation (Rural Area) Act or section 396 (1) (e.01) of the Vancouver Charter, as those provisions read before their repeal and replacement by the Budget Measures Implementation Act, 1997.

SECTION 33,

(a) in the proposed section 15 (1) (s) of the Taxation (Rural Area) Act, by deleting "section 15 (1) (s) as it read before its replacement by this paragraph," and substituting "a pollution abatement provision," ,

(b) in the proposed section 15 (3) (b) of the Taxation (Rural Area) Act, by deleting "under subsection (1) (s)" and substituting "for pollution abatement purposes", and

(c) in the proposed section 15 (5) of the Taxation (Rural Area) Act, by adding the following definition:

"pollution abatement provision" means section 15 (1) (s) of this Act, section 339 (1) (q) of the Municipal Act or section 396 (1) (e.01) of the Vancouver Charter, as those provisions read before their repeal and replacement by the Budget Measures Implementation Act, 1997.

SECTION 36,

(a) in the proposed section 396 (1) (e.01) of the Vancouver Charter, by deleting "section 396 (1) (e.01) as it read before its replacement by this paragraph," and substituting "a pollution abatement provision," ,

(b) in the proposed section 396 (3) (b) of the Vancouver Charter, by deleting "under subsection (1) (e.01)" and substituting "for pollution abatement purposes", and

(c) in the proposed section 396 (4) of the Vancouver Charter, by adding the following definition:

"pollution abatement provision" means section 396 (1) (e.01) of this Act, section 339 (1) (q) of the Municipal Act or section 15 (1) (s) of the Taxation (Rural Area) Act, as those provisions read before their repeal and replacement by the Budget Measures Implementation Act, 1997.

2   Mr. Abbott to move, in Committee of the Whole on Bill (No. 2) intituled Budget Measures Implementation Act, 1997 to amend Section 13 by adding the words in bold print as follows:

SECTION 13, to read

3 Without limiting section 1, the amount of a class of unconditional grants must be determined on the basis of one or more of the following, as prescribed by regulation, but subject to any minimum or maximum prescribed by regulation:

(a) a fixed amount for each municipality or regional district to be determined after the Minister consults with the City of Armstrong, the Township of Spallumcheen, The Village of Chase, the City of Enderby, the District of Salmon Arm, the District of Sicamous, the Columbia Shuswap Regional District, the City of Revelstoke, the City of Kimberley, the Village of Radium Hot Springs, the District of Invermere, the Town of Golden, and the Regional District of East Kootenay by July 31st of each year;

(b) the population of a municipality or regional district;

(c) the total annual expenditures or revenue of a municipality or regional district;

(d) the converted value of land and improvements within a municipality or regional district, within the meaning of section 820 of the Municipal Act;

3 Without limiting section 1, the amount of a class of unconditional grants must be determined on the basis of one or more of the following, as prescribed by regulation, but subject to any minimum or maximum prescribed by regulation:

(a) a fixed amount for each municipality or regional district to be determined after the Minister consults with the City of Richmond, the Village of Burns Lake, the Village of Granisle, the Village of Hazelton, the District of Houston, the Town of Smithers, the Village of Telkwa, and the Regional District of Bulkley- Nechako by July 31st of each year;
