PROPOSED AMENDMENTS ON NOTICE

21 The Hon. J. MacPhail to move, in Committee of the Whole on Bill (No. 21) intituled Medicare Protection Amendment Act, 1997 to amend as follows:

SECTION 2, by deleting the proposed section 7.1 and substituting the following:

Consequence to beneficiary of withdrawal from the plan

7.1 The commission must not enroll a person as a beneficiary for a prescribed period from the date that the commission

(a) receives a statement under section 7 (1.1) from the person, or

(b) cancels the enrollment of the person under section 7 (7) (a).

SECTION 2, in the proposed section 8.2 by deleting subsections (7) and (8) and substituting the following:

(7) On being filed, the certificate, including any amendment made under subsection (6) and interest at the prescribed rate referred to in section 8.1 that later accrues on the amount of the payment remaining unpaid, has the same force and effect, and all proceedings may be taken on it, as if it were a judgement of the court in favour of the government for the recovering of a debt against the person named in the certificate.

(8) Section 32 (2) to (4) applies to the amount referred to in subsection (1) (b) stated in a certificate as though

(a) that amount was the premiums referred to in section 32 (2) collected under an agreement referred to in section 32 (1), and

(b) the person named in the certificate was the person referred to in section 32 (2) who collected the premiums.

SECTION 12.1, by adding the following section:

12.1 Section 39 (1) is amended by striking out "Subject to section 43 (4), the" and substituting "The".

25 The Hon. C. McGregor to move, in Committee of the Whole on Bill (No. 25) intituled Fish Protection Act to amend as follows:

SECTION 4 (1) (e), by adding "the West Road River, commonly known as" before "the Blackwater River".

SECTION 22,

(a) by deleting paragraph (a) and substituting the following:

(a) by repealing subsection (1) (l) and substituting the following:

(1) puts into a stream any debris, sawdust, timber, tailings, refuse, carcass or other thing or substance after having been ordered by an engineer or officer not to do so; , and

(b) in paragraph (b), by deleting the proposed section 41 (1) (y) of the Water Act and substituting the following:

(y) contravenes an order under section 9 (2) of the Fish Protection Act; .

SECTION 37 (1), by deleting "the date this Act receives First Reading in the Legislative Assembly" and substituting "May 15, 1997, being the date this Act received First Reading in the Legislative Assembly,".

28 The Hon. J. MacPhail to move, in Committee of the Whole on Bill (No. 28) intituled Health Authorities Amendment Act, 1997 to amend as follows:

SECTION 7, in the proposed section 6 (4) by deleting "board" and substituting "council".

SECTION 15, in the proposed section 19.7 (3) by deleting "90" and substituting "120".

31 The Hon. U. Dosanjh to move, in Committee of the Whole on Bill (No. 31) intituled Family Relations Amendment Act, 1997 to amend as follows:

SECTION 22, in the proposed section 120.1, by adding the following subsection:

(3) In applying Part 5 or 6 for the purpose of this section, a reference to "marriage" in Part 5 or 6 must be deemed to be a reference to a marriage-like relationship between the spouses who are not married to each other.

32 Mr. Plant to move, in Committee of the Whole on Bill (No. 32) intituled Family Maintenance Enforcement Amendment Act, 1997 to amend as follows:

SECTION 1 (d), by deleting the definition of "spouse" and substituting the following:

"spouse" means an individual who is married to or living in a marriage-like relationship with a debtor;

SECTION 1 (d), by adding the following definition:

"domestic partner" means a person who lived with another person for a period of at least 2 years in a close, personal relationship that is of primary importance in both persons' lives and which has the attributes of permanence, physical intimacy, sharing and interdependence, if the application under this Act is made within one year after they ceased to live together, and for the purposes of this Act the relationship may be between persons of the same gender.

SECTION 1.1 by adding the following section:

1.1 Sections 8, 9 and 21 are amended by deleting the word "spouse" wherever it appears and substituting the words "spouse or domestic partner".

SECTION 4, in the proposed section 14.2, by deleting the word "spouse" wherever it appears and substituting the words "spouse or domestic partner".

46 The Hon. M. Farnworth to move, in Committee of the Whole on Bill (No. 46) intituled Local Government Statutes Amendment Act (No. 2), 1997 to amend as follows:

SECTION 25 (b), in the proposed section 8 (2.1) of the Islands Trust Act, by deleting "319 (2)" and substituting "319".

SECTION 69,

(a) in the proposed section 280.4 (5) of the Municipal Act, by deleting "the revision bylaw" and substituting "the revised bylaw", and

(b) in the proposed section 280.6 (2) of the Municipal Act, by deleting "the revision bylaw" and substituting "the revised bylaw".

SECTION 134.1, by adding the following section:

134.1 Section 798 (13) is amended by striking out "section 717 (1) to (3)" and substituting "section 717".

SECTION 149, in the proposed section 940 (3) of the Municipal Act, by adding "to a regional district" after "under subsection (2)".

SECTION 181, by deleting the proposed paragraphs (b) and (c) and substituting the following:

(a) in paragraph (o) (ii) by striking out "the Motor-vehicle Act, the Public Utilities Act," and substituting "Motor Vehicle Act", and

(b) in paragraph (s) by striking out "Motor-vehicle Act" and substituting "Motor Vehicle Act".

SECTION 223 (1), by deleting "22, 23, 27 to 29, 31 to 41," and substituting "22, 27 to 29, 31 to 42,".

48 The Hon. U. Dosanjh to move, in Committee of the Whole on Bill (No. 48) intituled Emergency Communications Corporations Act to amend as follows:

SECTION 16 (b), by renumbering the proposed section 2 (2.1) of the Pension (Municipal) Act as section 2 (2.2).

52 The Hon. M. Farnworth to move, in Committee of the Whole on Bill (No. 52) intituled Vancouver Charter Amendment Act, 1997 to amend as follows:

SECTION 1, in the proposed section 193D (11) of the Vancouver Charter, by deleting "the date this section received First Reading in the Legislative Assembly" and substituting "July 11, 1997".

SECTION 2, in the proposed section 523D (11.1) of the Vancouver Charter, by deleting "must deducted" and substituting "must be deducted".

That this Assembly request the Government of Canada to immediately withdraw from any further negotiations on the proposed Multilateral Agreement on Investment until the Government of Canada has (a) convened a public meeting of first ministers to discuss any such agreement and (b) has completed a process of public consultation with industry, labour, small business and any other Canadians who are concerned about the impact of such an agreement on the future of our country. (Mr. Penner adjourned debate on the following amendment:
