Order called for "Oral Questions by Members."

The House proceeded to "Orders of the Day."

By leave, the Hon. J. MacPhail moved--

That a Special Committee be appointed to monitor and evaluate the progress of the work of the Ministry of Children and Families in respect of recommendations arising out of the Gove Inquiry into Child Protection; and that the Special Committee so appointed have the powers of a Select Standing Committee, and also be empowered:
(a) to appoint of their number one or more subcommittees and to refer to such subcommittees any of the matters referred to the Committee;
(b) to sit during a period in which the House is adjourned, during the recess after prorogation until the next following Session and during any sitting of the House;
(c) to adjourn from place to place as may be convenient;
(d) to retain such personnel as required to assist the Committee;
(e) to permit minority opinions in a report of the Committee;
and shall report to the House as soon as possible, or following any adjournment, or at the next following Session, as the case may be; to deposit the original of its reports with the Clerk of the Legislative Assembly during a period of adjournment and, upon resumption of the sittings of the House, the Chair shall present all reports to the Legislative Assembly.
The said Special Committee is to be composed of Ms. Gillespie (Convener), Messrs. Kasper and Hartley, Ms. Kwan, Ms. McKinnon and Mr. Coell and Mr. Neufeld.

Motion agreed to.

56   The Hon. J. MacPhail to move--

Be it resolved this House support the B.C. government's position before the Parliamentary Standing Committee on Industry which calls on the Government of Canada to change Bill C-91 in a manner that supports and protects innovative drug research, promotes fair market competition and reduces drug costs in order to ensure the health, safety and financial well-being of Canadians come before the interests of the drug industry.

A debate arose.

Ms. Hawkins moved the following amendment--

That the Motion be amended by adding the following:
"and that the initiatives stated above be based on proven research and enhance the partnership in British Columbia between academics, health care providers, industry and government; encourage prospects for research and development investment and future job creation in British Columbia; and, most importantly, put the health needs of British Columbians first."

The debate on the amendment continued.

The motion as amended reads as follows:

Be it resolved this House support the B.C. government's position before the Parliamentary Standing Committee on Industry which calls on the Government of Canada to change Bill C-91 in a manner that supports and protects innovative drug research, promotes fair market competition and reduces drug costs in order to ensure the health, safety and financial well-being of Canadians come before the interests of the drug industry and that the initiatives stated above be based on proven research and enhance the partnership in British Columbia between academics, health care providers, industry and government; encourage prospects for research and development investment and future job creation in British Columbia; and, most importantly, put the health needs of British Columbians first.

And then the House adjourned at 6.01 p.m.

NOTICE OF MOTIONS

Friday, April 25

61   Mr. Symons to move--

"Be it resolved that this Legislature disapproves of the process by which the Executive Council can make significant alterations to Provincial policy by Order of the Lieutenant Governor in Council, thereby bypassing debate in the Legislative Assembly by the elected representatives of the people of British Columbia."

62   Mr. Symons to move--

"Be it resolved that this House strongly urge the Government of Canada, not to renew their lease with the Canadian Forces Maritime Experimental and Test Range at Nanoose Bay, and that it be further resolved that this House urge the Government of Canada to convert this test range to peaceful uses that benefit the people of the region and British Columbia."
