No. 57

VOTES AND PROCEEDINGS

OF THE

Legislative Assembly of British Columbia

Friday, May 23, 1997

Ten o'clock a.m.

Prayers by Ms. G. Brewin.

The House proceeded to "Orders of the Day."

Order called for Private Members' Statements.

By leave, the Hon. J. MacPhail called Motion 52 standing in the name of Mr. G. F. Wilson on the Order Paper.

Mr. Farrell-Collins rose on a point of order, namely, that the Motion was out of order on the grounds that it would involve expenditure and impose an obligation on the Crown.

Mr. G. F. Wilson made representations.

The Hon. J. MacPhail indicated that the Government consented to the debate of the Motion.

The Speaker ruled that Standing Order 67 did not relate to expenditure of a government other than British Columbia and, further, that the Crown had consented to the Motion and, accordingly, the Motion was in order.

52   By leave, Mr. G. F. Wilson moved--

That this Assembly request the Government of Canada to immediately withdraw from any further negotiations on the proposed Multilateral Agreement on Investment until the Government of Canada has (a) convened a public meeting of first ministers to discuss any such agreement and (b) has completed a process of public consultation with industry, labour, small business and any other Canadians who are concerned about the impact of such an agreement on the future of our country.

A debate arose.

Mr. Hansen moved the following amendment --

To delete the words in strike out format, and to substitute therefor the words highlighted by underline:

That this Assembly request the Government of Canada to immediately withdraw from any further negotiations on not to agree to sign the proposed Multilateral Agreement on Investment until the Government of Canada has (a) convened a public meeting of first ministers to discuss any such agreement and (b) has completed a process of public consultation with industry, labour, small business and any other Canadians who are concerned about the impact of such an agreement on the future of our country.

The debate on the amendment continued.

On the motion of Mr. Penner, the debate was adjourned to the next sitting of the House.

And then the House adjourned at 12.59 p.m.

DALE LOVICK, Speaker
