The House proceeded to "Orders of the Day."

Mr. Wilson asked leave, pursuant to Standing Order 35, to move adjournment of the House to discuss a matter of urgent public importance, namely, the impact of blockades and protest activities relating to the current fisheries dispute on the economy of British Columbia.

The Speaker stated he would take the matter under advisement.

Order for Committee of Supply called.

Pursuant to Sessional Order, order called for Section A of Committee of Supply (estimates of the Ministry for Children and Families).

On the motion for second reading of Bill (No. 30) intituled Technical University of British Columbia Act, a debate arose.

Bill (No. 30) read a second time and Ordered to be placed on the Orders of the Day for committal at the next sitting after today.

Bill (No. 36) intituled Tobacco Tax Amendment Act, 1997 was committed, reported complete without amendment, read a third time and passed.

Bill (No. 41) intituled Traffic Safety Statutes Amendment Act, 1997 was committed.

The Committee rose, reported progress and asked leave to sit again.

The Speaker delivered his reserved decision as follows:

Honourable Members:

Today, the Honourable Member for Powell River-Sunshine Coast sought to move, pursuant to Standing Order 35, that the House adjourn to discuss a matter of urgent public importance, namely, blockades and other matters connected with the lack of resolution of the Salmon Treaty between Canada and the United States of America.

Our practice in this House is that Standing Order 35 motions must meet "rigorous restrictions," and that a recent occurrence in an ongoing matter does not create a matter of urgency.

I note that over the past few weeks, numerous articles have appeared in the press dealing with the Pacific Salmon Fishery, the Treaty between Canada and the United States and the blockade of an Alaska State Ferry by British Columbia fishing boats.

I also wish to refer Members to page 61 of MacMinn's Parliamentary Practice, 3rd Edition, where it is noted that, on July 11, 1995, the Speaker dealt with a similar situation and ruled that the matter did not come within the confines of Standing Order 35 because "the fact that new information has been received regarding a matter that has been continuing for some time does not in itself make that matter one of urgency" (see B.C. Journals, July 11, 1995, page 155).

For the foregoing reason, the Honourable Member's application cannot succeed.

Bill (No. 21) intituled Medicare Protection Amendment Act, 1997 was committed, reported complete with amendment, and by leave, read a third time and passed.
