Order for Committee of Supply called.

Pursuant to Sessional Order, order called for Section A of Committee of Supply (estimates of the Ministry of Employment and Investment).

On the motion for second reading of Bill (No. 24) intituled Child, Family and Community Service Amendment Act, 1997, a debate arose.

Bill (No. 24) read a second time, and by leave, was committed, reported complete without amendment, and by leave, read a third time and passed.

Bill (No. 47) intituled Forests Statutes Amendment Act, 1997 was again committed.

The Committee rose, reported progress and asked leave to sit again.

Bill to be considered at the next sitting.

24. Resolved, That a sum not exceeding $374,000 be granted to Her Majesty to defray the expenses of Ministry of Employment and Investment, Minister's Office, to 31st March, 1998.

25. Resolved, That a sum not exceeding $127,054,000 be granted to Her Majesty to defray the expenses of Ministry of Employment and Investment, Ministry Operations, to 31st March, 1998.

26. Resolved, That a sum not exceeding $1,000 be granted to Her Majesty to defray the expenses of Ministry of Employment and Investment, Crown Corporations Secretariat, to 31st March, 1998.

27. Resolved, That a sum not exceeding $33,672,000 be granted to Her Majesty to defray the expenses of Ministry of Employment and Investment, Information, Science and Technology Agency, to 31st March, 1998.

28. Resolved, That a sum not exceeding $810,000 be granted to Her Majesty to defray the expenses of Ministry of Employment and Investment, Resource Revenue Sharing Agreements, to 31st March, 1998.


Section A of Committee of Supply reported the Resolutions and completion of the estimates of the Ministry of Employment and Investment.

Report to be considered at the next sitting.

Committee to sit again at the next sitting.

Two o'clock p.m.

On the motion of Mr. Weisbeck, Bill (No. M 210) intituled Boat Operators Certification Act was introduced, read a first time, and Ordered to be placed on the Orders of the Day for second reading at the next sitting after today.

Order called for "Oral Questions by Members."

Mr. Penner presented a petition relating to the closure of the Chilliwack Court House.

Mr. G. F. Wilson presented a petition relating to salmon aquaculture development.

Ms. Brewin presented a petition relating to Bill C-68.

Mr. Gingell presented the First Report of the Select Standing Committee on Public Accounts for the Second Session of the Thirty-sixth Parliament.

Resolved, That the Report be taken as read and received.

By leave of the House, the Rules were suspended and the Report adopted.

The Hon. J. MacPhail (Minister of Health and Minister Responsible for Seniors) tabled the BC Transit Annual Report, 1996-1997.

The Hon. J. Cashore (Minister of Labour) tabled the Ministry of Labour Annual Report, 1995-1996.

Pursuant to Sessional Order, order called for Section A of Committee of Supply (estimates of the Ministry for Children and Families).

Bill (No. 47) intituled Forests Statutes Amendment Act, 1997 was again committed, reported complete with amendment, and by leave, read a third time and passed.

By leave, the Hon. J. MacPhail moved--

That in addition to the powers previously conferred upon the Select Standing Committee on Public Accounts the Committee be empowered:
(a) to appoint of their number, one or more subcommittees and to refer to such subcommittees any of the matters referred to the Committee;
(b) to sit during a period in which the House is adjourned and during the recess after prorogation until the next following Session;
(c) to adjourn from place to place as may be convenient;
and shall report to the House as soon as possible, or following any adjournment, or at the next following Session, as the case may be; to deposit the original of its reports with the Clerk of the Legislative Assembly during a period of adjournment and upon resumption of the sittings of the House, the Chair shall present all reports to the Legislative Assembly.

Motion agreed to.

By leave, the Hon. J. MacPhail moved--

(a) to appoint of their number, one or more subcommittees and to refer to such subcommittees any of the matters referred to the Committee;
(b) to sit during a period in which the House is adjourned and during the recess after prorogation until the next following Session;
(c) to adjourn from place to place as may be convenient;
and shall report to the House as soon as possible, or following any adjournment, or at the next following Session, as the case may be; to deposit the original of its reports with the Clerk of the Legislative Assembly during a period of adjournment and upon resumption of the sittings of the House, the Chair shall present all reports to the Legislative Assembly.

By leave, the Hon. J. MacPhail moved--

That a Special Committee be appointed to review the Freedom of Information and Protection of Privacy Act (RSBC 1996 c. 165) pursuant to section 80 of that Act, and that the Special Committee so appointed shall have the powers of a Select Standing Committee and is also empowered:
(a) to appoint of their number, one or more subcommittees and to refer to such subcommittees any of the matters referred to the Committee;
(b) to sit during a period in which the House is adjourned, during the recess after prorogation until the next following Session and during any sitting of the House;
(c) to adjourn from place to place as may be convenient;
(d) to retain such personnel as required to assist the Committee;
and shall report to the House as soon as possible, or following any adjournment, or at the next following Session, as the case may be; to deposit the original of its reports with the Clerk of the Legislative Assembly during a period of adjournment and upon resumption of the sittings of the House, the Chair shall present all reports to the Legislative Assembly.
The said Special Committee is to be composed of Messrs. Janssen (Convener), Sihota, Stevenson and Waddell, Mmes. Brewin and Walsh, Messrs. Plant, Abbott and Weisbeck and Ms. Whittred.

Motion agreed to.

By leave, the Hon. J. MacPhail moved--

That a Special Committee be appointed to select and unanimously recommend to the Legislative Assembly, the appointment of a Police Complaints Commissioner for the Province of British Columbia, pursuant to section 47 of the Police Act, 1997, and that the Special Committee so appointed shall have the powers of a Select Standing Committee and is also empowered:
(a) to appoint of their number, one or more subcommittees and to refer to such subcommittees any of the matters referred to the Committee;
(b) to sit during a period in which the House is adjourned, during the recess after prorogation until the next following Session and during any sitting of the House;
(c) to adjourn from place to place as may be convenient;
(d) to retain such personnel as required to assist the Committee;
and shall report to the House as soon as possible, or following any adjournment, or at the next following Session, as the case may be; to deposit the original of its reports with the Clerk of the Legislative Assembly during a period of adjournment and upon resumption of the sittings of the House, the Chair shall present all reports to the Legislative Assembly.
The said Special Committee is to be composed of Messrs. Giesbrecht (Convener), Orcherton, Calendino and Randall, Mmes. Brewin, Sawicki and Smallwood, Messrs. Plant, Coell and Coleman, Ms. Reid and Mr. Weisgerber.

Motion agreed to.

By leave, the Hon. J. MacPhail moved--

That Mr. de Jong, MLA be substituted for Mr. Jarvis and Mr. Kasper be substituted for Mr. Sihota as members on the Select Standing Committee on Forests, Energy, Mines and Petroleum Resources.

Motion agreed to.

Bill (No. 48) intituled Emergency Communications Corporations Act was committed, reported complete with amendment, and by leave, read a third time and passed.

20. Resolved, That a sum not exceeding $445,000 be granted to Her Majesty to defray the expenses of Ministry for Children and Families, Minister's Office, to 31st March, 1998.

21. Resolved, That a sum not exceeding $1,360,560,000 be granted to Her Majesty to defray the expenses of Ministry for Children and Families, Ministry Operations, to 31st March, 1998.


Section A of Committee of Supply reported the Resolutions and completion of the estimates of the Ministry for Children and Families.

Report to be considered later today.

By agreement, summary debate of estimates passed in Section A (Ministry for Children and Families) to be considered at the next sitting.

The House recessed until 7.30 p.m.

NOTICE OF QUESTIONS

4 Ms. Reid to ask the Hon. the Minister of Education, Skills and Training--

Re: school district funding for Richmond. In 1991-92 the per pupil amount is $4,972/pupil. In 1997-98 the per pupil amount is $5,607/pupil. The difference is $635/pupil or an increase of 12.8% over six years, not 31% as indicated by the Minister. How did this Minister arrive at the 31% he cited in one Estimates Debate for the Ministry of Education, Skills and Training on July 22, 1997?
