The Hon. A. Petter (Minister of Finance and Corporate Relations and Minister Responsible for Intergovernmental Relations) tabled the Corporate and Personal Property Registries Annual Report, 1996/97.

The Hon. D. Miller (Minister of Employment and Investment) tabled the BC Ferries Annual Report, 1996/97.

The Hon. L. Boone (Minister of Transportation and Highways) tabled the Motor Carrier Commission Annual Report, 1996/1997.

The Hon. J. Cashore (Minister of Labour) tabled the Labour Relations Board Annual Report, 1995; 1996.

The Hon. D. Lovick (Speaker) tabled the following:

Office of the Information and Privacy Commissioner Annual Report, 1996-97.

Auditor General of British Columbia Follow-up of Performance Audits Issued November 1993 to December 1995.

By leave, Mr. G. F. Wilson tabled the Report on the National Unity Project.

Mr. Bowbrick presented a Report of the Select Standing Committee on Parliamentary Reform, Ethical Conduct, Standing Orders and Private Bills (re: Conflict of Interest Commissioner).

The Report was taken as read and received.

By leave of the House, Mr. Bowbrick moved that the Rules be suspended and the Report adopted.

By leave, the Hon. G. Clark moved--

That this House recommend to His Honour the Lieutenant Governor the appointment of Mr. H. A. D. Oliver as a statutory officer of the Legislative Assembly to exercise the powers and duties assigned to the Conflict of Interest Commissioner for the province of British Columbia pursuant to the Members' Conflict of Interest Act.

On the motion for second reading of Bill (No. 53) intituled Industrial Development Amendment Act, 1997, a debate arose.

Bill (No. 53) read a second time, and by leave, was committed, reported complete with amendment, and by leave, read a third time and passed.

Section A of Committee of Supply having reported the last vote of the Estimates of the Ministry of Environment, Lands and Parks, debate on those Estimates was summarized, pursuant to Sessional Order of April 16, 1997.

Section A of Committee of Supply having reported the last vote of the Estimates of the Ministry of Education, Skills and Training, debate on those Estimates was summarized, pursuant to Sessional Order of April 16, 1997.

Section A of Committee of Supply having reported the last vote of the Estimates of the Ministry for Children and Families, debate on those Estimates was summarized, pursuant to Sessional Order of April 16, 1997.

Section A of Committee of Supply having reported the last vote of the Estimates of BC Transit, debate on those Estimates was summarized, pursuant to Sessional Order of April 16, 1997.

Pursuant to Sessional Order, order called for Section B of Committee of Supply (estimates of the Office of the Premier).

8. Resolved, That a sum not exceeding $2,295,000 be granted to Her Majesty to defray the expenses of Office of the Premier, Office of the Premier, to 31st March, 1998.

1. Resolved, That a sum not exceeding $29,268,000 be granted to Her Majesty to defray the expenses of Legislation, Legislation, to 31st March, 1998.

2. Resolved, That a sum not exceeding $6,875,000 be granted to Her Majesty to defray the expenses of Auditor General, Auditor General, to 31st March, 1998.

3. Resolved, That a sum not exceeding $1,148,000 be granted to Her Majesty to defray the expenses of Office of Child, Youth and Family Advocate, Office of Child, Youth and Family Advocate, to 31st March, 1998.

4. Resolved, That a sum not exceeding $178,000 be granted to Her Majesty to defray the expenses of Conflict of Interest Commissioner, Conflict of Interest Commissioner, to 31st March, 1998.

5. Resolved, That a sum not exceeding $6,971,000 be granted to Her Majesty to defray the expenses of Elections B.C., Elections B.C., to 31st March, 1998.

6. Resolved, That a sum not exceeding $2,446,000 be granted to Her Majesty to defray the expenses of Information and Privacy Commissioner, Information and Privacy Commissioner, to 31st March, 1998.

7. Resolved, That a sum not exceeding $4,675,000 be granted to Her Majesty to defray the expenses of Ombudsman, Ombudsman, to 31st March, 1998.

Section B of Committee of Supply reported the Resolutions.

Report to be considered forthwith.

The Hon. J. MacPhail moved--

That the reports of resolutions from the Committees of Supply on May 1, 8, 21, June 4, 9, 12, 16, 23, 25 and, July 3, 8, 9, 16, 23, 29 and 30 be now received, taken as read and agreed to.

Motion agreed to.

The Hon. J. MacPhail moved--

That there be granted from and out of the consolidated revenue fund the sum of 20 billion, 160 million, 521 thousand dollars. This sum includes that authorized to be paid under: section 1 of the Supply Act (No. 1), 1997, and section 1 of the Supply Act (No. 2), 1997 and is granted by Her Majesty towards defraying the charges and expenses of the public service of the province for the fiscal year ending March 31, 1998.

Motion agreed to.

The Hon. A. Petter (Minister of Finance and Corporate Relations and Minister Responsible for Intergovernmental Relations) presented to the Speaker a Message from His Honour the Lieutenant Governor, which read as follows:

The Speaker declared a short recess for distribution of the Bill.

Bill (No. 54) was read a second time.

On the motion of the Hon. A. Petter, Bill (No. 54) was referred to Committee of the Whole House to be considered forthwith.

Bill (No. 54) intituled Supply Act, 1997-98 was committed, reported complete without amendment, read a third time and passed.

The Speaker declared a short recess.

His Honour the Lieutenant Governor having entered the House, and being seated in the Chair --

Ian D. Izard, Law Clerk and Clerk Assistant, read the titles to the following Bills:

Bill (No. 24) Child, Family and Community Service Amendment Act, 1997.

Bill (No. 30) Technical University of British Columbia Act.

Bill (No. 38) Builders Lien Act.

The said assent was announced by E. George MacMinn, Q.C., Clerk of the House, in the following words:

E. George MacMinn, Q.C., Clerk of the House, read the title to the following Bill:

Bill (No. 54) Supply Act, 1997-98.

His Honour was pleased in Her Majesty's name to give assent to the said Bill.

The said assent was announced by E. George MacMinn, Q.C., Clerk of the House, in the following words:

"In Her Majesty's name, His Honour the Lieutenant Governor doth thank Her Majesty's loyal subjects, accepts their benevolence, and assents to this Bill."

His Honour the Lieutenant Governor was then pleased to retire.

The Hon. J. MacPhail moved--

That the House, at its rising, do stand adjourned until it appears to the satisfaction of the Speaker, after consultation with the Government, that the public interest requires that the House shall meet, or until the Speaker may be advised by the Government that it is desired to prorogue the Second Session of the Thirty-Sixth Parliament of the Province of British Columbia. The Speaker may give notice that he is so satisfied or has been so advised and thereupon the House shall meet at the time stated in such notice, and, as the case may be, may transact its business as if it has been duly adjourned to that time and date; and
That, in the event of the Speaker being unable to act owing to illness or other cause, the Deputy Speaker shall act in his stead for the purpose of this order.

Motion agreed to.

And then the House adjourned at 5.04 p.m.
