SUPPLY ACT (No. 1), 1999

Preamble

WHEREAS it appears by Message from the Honourable the Lieutenant Governor and the Estimates accompanying the Message that provision is required to defray certain expenses of the public service of the Province, and for other purposes connected with the public service, for the fiscal year ending March 31, 2000;

AND WHEREAS, in accordance with the Financial Administration Act, expenditures by Special Warrants of $169 500 000 in respect of the fiscal year ending March 31, 1999 have been submitted to the Legislature in the Schedule of this Act;

THEREFORE HER MAJESTY, by and with the advice and consent of the Legislative Assembly of the Province of British Columbia, enacts as follows:

Voted expenditures appropriation

1 From and out of the consolidated revenue fund there may be paid and applied in the manner and at the times the government may determine the sum of $5 200 000 000 towards defraying the charges and expenses of the public service of the Province for the fiscal year ending March 31, 2000, and being substantially 3/12 of the total amount of the votes of the main Estimates for the fiscal year ending March 31, 2000, as laid before the Legislative Assembly at the present session.

Voted capital and loans, investment and other financing transactions appropriation

2 From and out of the consolidated revenue fund there may be paid and applied in the manner and at the times the government may determine the sum of $780 000 000 towards

(a) the disbursements for prepaid capital advances referred to in Schedule C of the main Estimates,

(b) capital expenditures referred to in Schedule D of the main Estimates, and

(c) loan, investment and other requirements referred to in Schedule E of the main Estimates,

and being substantially 1/2 of the total of the amounts referred to in those Schedules to the main Estimates for the fiscal year ending March 31, 2000, as laid before the Legislative Assembly at the present session.

Voted revenue transfers appropriation

3 From and out of the consolidated revenue fund there may be paid and applied in the manner and at the times the government may determine the sum of $730 500 000 for disbursements referred to in Schedule F of the main Estimates for the fiscal year ending March 31, 2000, as laid before the Legislative Assembly at the present session.

To supplement Vote 48, Ministry Operations, to provide funding for the higher
than anticipated one-time expenditures related to the reimbursement of drug
costs, start-up costs associated with the new national blood program, and
debt servicing contributions related to the timing of the transfer of debt to the
province from the Greater Vancouver Regional Hospital District.
