The House proceeded to "Orders of the Day."

Pursuant to Order, the House resumed the adjourned debate on the motion "That the Speaker do now leave the Chair" for the House to go into Committee of Supply.

The debate continued.

  30   Ms. Sanders moved, seconded by Mr. Farrell-Collins--

Be it resolved that the motion "that the Speaker do now leave the Chair" for the House to go into Committee of Supply, be amended by adding the following: "but the House regrets that the Government has failed to take any immediate action to cure BC's economic crisis and record job loss and further that the Government has failed to lay out any credible long term strategy to create a prosperous economy and a better future for our young people."

The debate on the amendment continued.

  32   Mr. Abbott to move--

Be it resolved that this House authorize the Select Standing Committee on Forests, Energy, Mines and Petroleum Resources to examine, inquire into and make recommendations on:

(a) the level of, and impact of, provincial stumpage, royalties, taxes and fees on resource industries; and

(b) initiatives and proposals aimed at enhancing the sustainability and viability of resource industries, including deregulation measures.

Further, that the House authorizes the committee to provide opportunities for all citizens of British Columbia to express their views on these matters.

In addition to the powers previously conferred upon the said Committee, the Committee be empowered:

(a) to appoint of their number, one or more subcommittees and to refer to such subcommittees any of the matters referred to the Committee;

(b) to sit during a period in which the House is adjourned, during the recess after prorogation until the next following Session and during any sitting of the House;

(c) to adjourn from place to place as may be convenient;

(d) to retain such personnel as required to assist the Committee;

(e) and shall report to the House as soon as possible, or following any adjournment, or at the next following Session, as the case may be; to deposit the original of its reports with the Clerk of the Legislative Assembly during a period of adjournment and, upon resumption of the sittings of the House, the Chair shall present all reports to the Legislative Assembly.

  33   Mr. Symons to move--

Be it resolved that this House authorize the Select Standing Committee on Crown Corporations to examine, inquire into and make recommendations on:

(a) the business plans, revenue sources, expenditure, asset disposition plans and indebtedness of BC Ferry Corporation and its subsidiaries, and whether this government has taken appropriate action in respect of the spiraling indebtedness of the Corporation; and

(b) the cause of delays in the construction of the catamaran ferry project including the design, planning and management of the project.

Further, that the House authorizes the committee to provide opportunities for all citizens of British Columbia to express their views on these matters.

In addition to the powers previously conferred upon the said Committee, the Committee be empowered:

(a) to appoint of their number, one or more subcommittees and to refer to such subcommittees any of the matters referred to the Committee;

(b) to sit during a period in which the House is adjourned, during the recess after prorogation until the next following Session and during any sitting of the House;

(c) to adjourn from place to place as may be convenient;

(d) to retain such personnel as required to assist the Committee;

  34   Ms. Reid to move--

Be it resolved that this House authorize the Select Standing Committee on Economic Development, Science, Labour, Training and Technology to examine, inquire into and make recommendations concerning the role of the government in encouraging the development of knowledge- based industries in British Columbia.

Further, that the House authorizes the committee to provide opportunities for all citizens of British Columbia to express their views on these matters.

In addition to the powers previously conferred upon the said Committee, the Committee be empowered:

(a) to appoint of their number, one or more subcommittees and to refer to such subcommittees any of the matters referred to the Committee;

(b) to sit during a period in which the House is adjourned, during the recess after prorogation until the next following Session and during any sitting of the House;

(c) to adjourn from place to place as may be convenient;

(d) to retain such personnel as required to assist the Committee;

(e) and shall report to the House as soon as possible, or following any adjournment, or at the next following Session, as the case may be; to deposit the original of its reports with the Clerk of the Legislative Assembly during a period of adjournment and, upon resumption of the sittings of the House, the Chair shall present all reports to the Legislative Assembly.

  35   Ms. Hawkins to move--

Be it resolved that this House authorize the Select Standing Committee on Health and Social Services to examine, inquire into and make recommendations on:

(a) the delivery of health care services in northern and rural British Columbia;

(b) the successive re-organizations of the delivery of health care services in British Columbia;

(c) whether the government should elaborate a province-wide strategic plan for health to be implemented in all regions of British Columbia; and

(d) initiatives and proposals in respect of acute and mental health and continuing care due to waiting lists, geographic inequitability and resource shortages.

Further, that the House authorizes the committee to provide opportunities for all citizens of British Columbia to express their views on these matters.

In addition to the powers previously conferred upon the said Committee, the Committee be empowered:

(a) to appoint of their number, one or more subcommittees and to refer to such subcommittees any of the matters referred to the Committee;

(b) to sit during a period in which the House is adjourned, during the recess after prorogation until the next following Session and during any sitting of the House;

(c) to adjourn from place to place as may be convenient;

(d) to retain such personnel as required to assist the Committee;
