The House proceeded to "Orders of the Day."

On the motion for second reading of Bill (No. M 201) intituled Injured Workers Wage Loss Continuation Act, a debate arose.

The Hon. P. Ramsey (Minister of Finance and Corporate Relations and Minister Responsible for Northern Development) rose on a point of order stating that the Bill did not comply within the meaning of Standing Order 67 as it incurred an impost, and that it had not been recommended to the House by Message of the Lieutenant-Governor.

Mr. Kasper made representations.

Mr. Farrell-Collins made representations.

The Speaker made the following ruling:

Honourable Members:

I have considered the point of order raised by the Minister of Finance and Corporate Relations with respect to Bill (No. M 201) intituled Injured Workers Wage Loss Continuation Act. I have also considered the points raised by the Honourable Member for Malahat-Juan de Fuca and the Opposition House Leader. The key question is whether the Bill would result in an impost. If it did so, it would require a recommendation to the House by a Message of His Honour the Lieutenant Governor under Standing Order 67.

In my opinion the Bill does create an impost in that funding by the Workers' Compensation Board is ultimately derived from contributions whether by employers or employees.

I would refer all Honourable Members to the decision of Speaker Whittaker found in British Columbia Journals, November 28, 1939, p. 77.

On the motion for second reading of Bill (No. M 202) intituled Medical Practitioners Amendment Act, 2001, a debate arose.

The debate continued.

On the motion of the Hon. E. Gillespie the debate was adjourned to the next sitting of the House.

The Hon. G. Bowbrick (Attorney General and Minister Responsible for Human Rights) presented to the Speaker a Message from His Honour the Lieutenant Governor, which read as follows:
