PROPOSED AMENDMENTS ON NOTICE

14  The Hon. T. Nebbeling to move, in Committee of the Whole on Bill (No. 14) intituled Community Charter, to amend as follows:

SECTION 8,

(a) by deleting the proposed subsection (3) (e) and substituting the following:

(e) bows and arrows, knives and other weapons not referred to in subsection (4.1); ,

(b) by adding the following subsection:

(4.1) A council may, by bylaw, regulate and prohibit in relation to the discharge of firearms. , and

(c) in the proposed subsection (8) by deleting "subsection (3), (4) or (5)." and substituting "subsection (3), (4), (4.1) or (5)."

SECTION 59,

(a) by renumbering the proposed section 59 as section 59 (1), and

(b) by adding the following subsections:

(2) Before adopting a bylaw under subsection (1) or section 8 (5) [business regulation], a council must

(a) give notice of its intention in accordance with subsection (3), and

(b) provide an opportunity for persons who consider they are affected by the bylaw to make representations to council.

(3) Notice required under subsection (2) (a) may be provided in the form and manner, at the times and as often as the council considers reasonable.


SCHEDULE, in the proposed section 1 of the Schedule by adding the following definition:

"firearms" includes air guns, air rifles, air pistols and spring guns; .

20  The Hon. G. Abbott to move, in Committee of the Whole on Bill (No. 20) intituled Safety Authority Act, to amend as follows:

SECTION 2, by deleting the proposed subsection (1) and substituting the following:

(1) Subject to subsection (2), the following Acts do not apply to the authority:

(a) Budget Transparency and Accountability Act;

(b) Business Corporations Act;

(c) Company Act;

(d) Document Disposal Act;

(e) Financial Administration Act.

SECTION 28, by deleting the proposed paragraph (a) and adding the following:

(a) a report on its operations for the preceding fiscal year, including a report of an independent auditor who was engaged to express an opinion on the authority's financial statements for the preceding fiscal year after an audit conducted in accordance with generally accepted auditing standards; .
