Prayers by Mr. Bloy.

Mr. Hawes made a statement regarding the death of former MLA Lyle Wicks.

Mr. Speaker stated that he would convey to the family of the late Mr. Wicks, the condolences of the Members of the Legislative Assembly.

The House proceeded to "Orders of the Day."

Pursuant to Order, the House resumed the adjourned debate on the Address in Reply to the Speech of Her Honour the Lieutenant Governor at the opening of the Session.

The debate continued.

On the motion of Mr. Penner, the debate was adjourned to the next sitting of the House.

And then the House adjourned at 11.50 a.m.

By leave, the Hon. G. Plant (Attorney General and Minister Responsible for Treaty Negotiations) tabled the Report and Recommendations for Settlement of the Parties' Renewal Agreement Between the Government of British Columbia (British Columbia Public Service Agency) and the British Columbia Crown Counsel Association, together with a letter from the Attorney General to the President of the
BC Crown Council Association.

The House proceeded to "Orders of the Day."

Pursuant to Order, the House resumed the adjourned debate on the Address in Reply to the Speech of Her Honour the Lieutenant Governor at the opening of the Session.

The debate continued.

On the motion of Mr. Mayencourt, the debate was adjourned to the next sitting of the House.

And then the House adjourned at 5.59 p.m.

Monday, February 16

 
 87   The Hon. G. Collins to move--

Resolved that the Legislative Assembly adopt the following sessional order:

Practice recommendation No. 11 (Standing Order 47, 47A)

Public Written Questions.

1. Written questions may be submitted by an elected member of a provincial or local public body designated under this order and in accordance with the guidelines established by Mr. Speaker. Questions submitted in writing to the Office of the Speaker by 4:00 p.m. Wednesday are eligible to be drawn on Thursday. Five questions drawn by the Speaker which conform to the guidelines shall be placed on the Orders of the Day on Monday of each week. A question shall be printed on 2 consecutive weeks unless answered.
 
2. A Private Member may ask a qualified question of a Minister during Question Period. The Member from whose constituency the question comes will have first refusal to put such question to the appropriate Minister. The Minister may answer the question orally or in writing by filing with the Clerk of the House. Written answers shall be published in the Votes and Proceedings.
 
3. Questions should relate to current provincial issues and public affairs, be timely, brief and stated without argument or opinion. The submission must not include unparliamentary language and shall be directed to the Minister who has responsibility for the area of interest.
 
 88  Ms. Brenzinger to move--
Be it resolved that this House recognizes the importance of creating a spirit of enterprise among present and future business leaders that combine sound management and ethical practise.
 
 89  Ms. Sahota to move--
Be it resolved that this House encourages multiculturalism in British Columbia to reflect the fact that the people of British Columbia believe in benefiting from each other through sharing knowledge, culture and beliefs.
 
 90  Ms. Brenzinger to move--
Be it resolved that this House encourage youth involvement in public service and democratic government at an early age.
 
 91  Mr. Penner to move--
Be it resolved that this House encourages the Canadian and American governments to work together towards a common goal of facilitating the free flow of legitimate trade and travel across our mutual border.
 
 92  Mr. Hamilton to move--
Be it resolved that the House recognize the importance of coaches and amateur sports for youths in promoting healthy and active lifestyles that last a lifetime.
 
 93  Ms. Brenzinger to move--
Be it resolved that this House recognizes the important role that the B.C. Film Industry plays in our provincial economy and continues to encourage its growth throughout the province.
 
 94  Mr. Penner to move--
Be it resolved that this House calls on the federal government to recognize the importance of protecting the quality of our airshed, and join the provincial government, local governments and tens of thousands of Fraser Valley residents in opposing the proposed Sumas Energy 2 project.
 
 95  Ms. Brenzinger to move--
Be it resolved that this House recognizes the vital role that the high tech sector plays in British Columbia's economy, and will continue to help cultivate its growth within this province.
 
 96  Mr. Hamilton to move--
Be it resolved that this House recognizes the contributions of the men and women in the Canadian Armed Forces.
 
 97  Mr. Penner to move--
Be it resolved that this House calls on the federal government to expand the national DNA databank so all persons convicted of indictable offences are required to provide samples.
 
 98  Ms. Brenzinger to move--
Be it resolved that this House recognizes the important role that Youth Centres and programs play in the reduction of youth crime and violence.
 
 99  Ms. Brenzinger to move--
Be it resolved that this House celebrate the range of choices students have in post-secondary education and the positive employment environment created through partnerships with private sector industry and Universities and Colleges.

Tuesday, February 17

 
 100  Mr. MacKay to move--
 Be it resolved that the provincial government supports efforts by the Northwest Corridor Development Corporation to create a strong  transportation route across the northern portion of our province.
 
 101  Mr. MacKay to move--
 Be it resolved that this House recognize mining as an essential British Columbian industry and support the development of workforce training.
 
 102  Mr. MacKay to move--
 Be it resolved that this House encourages attracting investment for mining exploration in the Province of BC.
 
 103  Mr. MacKay to move--
 Be it resolved that this House supports increased access to Crown lands and resources, to create jobs in tourism, mining, forestry, farming,  ranching, and oil and gas.
 
 104  Mr. MacKay to move--
 Be it resolved that this House identifies the need to increase Annual Allowable Cuts in order that damaged wood may be salvaged in forest  districts decimated by the Mountain Pine beetle epidemic.
