Honourable Speaker:

The Special Committee of Selection appointed on February 10, 2004 to prepare and report lists of members to compose the Select Standing Committees of this House for the present Session, begs leave to report that the following is the list of members to compose the Select Standing Committees for the present Session:

Aboriginal Affairs--Ms. Trumper (Convener), Messrs. Anderson, Chutter, Cobb, Hayer, Hunter, Ms. Kwan, Messrs. Lee, Lekstrom, MacKay, Nettleton, Penner, Ms. Sahota and Mr. Visser.

Crown Corporations--Mr. K. Stewart (Convener), Messrs. Bloy, Jarvis, Long, MacKay, Ms. MacPhail, Messrs. Manhas, Nebbeling, Nettleton, Penner, Visser, Wilson and Wong.

By leave of the House, the Hon. G. Collins moved that the Report be adopted.

Motion agreed to.

By leave, the Hon. G. Collins moved--
That a Special Committee be appointed to select and unanimously recommend to the Legislative Assembly (pursuant to section 5 of the Public Service Act, R.S.B.C. 1996, c. 385), the appointment of an individual to be the BC Public Service Agency head, and Deputy Minister responsible for the Agency, and to hold office as the Merit Commissioner for the Province of British Columbia, and that the Special Committee so appointed shall have the powers of a Select Standing Committee, and is also empowered:
 
(a) to appoint of their number, one or more subcommittees and to refer to such subcommittees any of the matters referred to the Committee;
 
(b) to sit during any period in which the House is adjourned, during the recess after prorogation until the next following Session and during any sitting of the House;
 
(c) to adjourn from place to place as may be convenient; and
 
(d) to retain such personnel as required to assist the Committee;
 
and shall report to the House as soon as possible, or following any adjournment of the House, or at the next following Session, as the case may be; to deposit the original of its reports with the Clerk of the Legislative Assembly during a period of adjournment and upon the resumption of the sittings of the House, the Chair shall present all reports to the Legislative Assembly.
 
The said Special Committee is to be composed of: Mr. Bray (Convener), Messrs. Hawes, Hunter, Lee, Ms. Locke, Ms. MacPhail, Mmes. Orr and Trumper.

By leave, the Hon. G. Collins moved--
That a Special Committee on the Citizens' Assembly on Electoral Reform be appointed and authorized to receive reports from the chair of the Citizens' Assembly on the progress of the Citizens' Assembly's work.
 
The Special Committee so appointed shall have the powers of a Select Standing Committee and is also empowered:
 
(a) to appoint of their number one or more subcommittees and to refer to such subcommittees any of the matters referred to the Committee;
 
(b) to sit during a period in which the House is adjourned, during the recess after prorogation until the next following Session and during any sitting of the House;
 
(c) to adjourn from place to place as may be convenient; and
 
(d) to retain personnel as required to assist the Committee;
 
and shall report to the House on the matters referred to the Committee as soon as possible or following any adjournment, or at the next following Session, as the case may be; to deposit the original of its reports with the Clerk of the Legislative Assembly during a period of adjournment and upon resumption of the sittings of the House, the Chair shall present all reports to the Legislative Assembly.
 
The said Special Committee is to be composed of: Mr. Bray (Convener), Messrs. Krueger, Lekstrom, Nijjar, Ms. Brenzinger, Ms. MacPhail and Ms. J. Reid.

By leave, the Hon. G. Collins moved--
That a Special Committee be appointed to review the Freedom of Information and Protection of Privacy Act (R.S.B.C. 1996, c. 165) pursuant to section 80 of that Act, and that the Special Committee so appointed shall have the powers of a Select Standing Committee and is also empowered:
 
(a) to appoint of their number, one or more subcommittees and to refer to such subcommittees any of the matters referred to the Committee;
 
(b) to sit during a period in which the House is adjourned, during the recess after prorogation until the next following Session and during any sitting of the House;
 
(c) to adjourn from place to place as may be convenient; and
 
(d) to retain such personnel as required to assist the Committee;
 
and shall report to the House as soon as possible, or following any adjournment, or at the next following Session, as the case may be; to deposit the original of its reports with the Clerk of the Legislative Assembly during a period of adjournment and upon resumption of the sittings of the House, the Chair shall present all reports to the Legislative Assembly.
 
That the said Special Committee is to be composed of Mr. Lekstrom (Convener), Messrs. Belsey, Bloy, Bray, Hayer, Hunter, Johnston, Penner, Wilson, Ms. MacPhail, Mmes. Orr and Trumper.

20. Resolved, That a sum not exceeding $35,230,000 be granted to Her Majesty to defray the expenses of Ministry of Energy and Mines, Ministry Operations, to 31st March, 2005.

21. Resolved, That a sum not exceeding $28,560,000 be granted to Her Majesty to defray the expenses of Ministry of Energy and Mines, Contracts and Funding Arrangements, to 31st March, 2005.


Section A of Committee of Supply reported the Resolutions and completion of the estimates of the Ministry of Energy and Mines and progress of the estimates of the Ministry of Community, Aboriginal and Women's Services.

Report to be considered at the next sitting.

Committee to sit again at the next sitting.

By agreement, summary debate of estimates passed in Section A (Ministry of Energy and Mines) to be considered at the next sitting.
