The certificate of the Chief Electoral Officer of the result of the election of a Member was read by E. George MacMinn, Q.C., Clerk of the House, as follows:

"Mr. Speaker:

"On May 26, 2004, this office received a Speaker's Warrant advising of the vacancy in the membership of the Legislative Assembly resulting from the resignation of Gulzar Cheema, MLA for the electoral district of Surrey-Panorama Ridge.

"On direction from the Lieutenant Governor in Council, I issued a Writ of Election on September 30, 2004, ordering a by-election be held to fill the vacancy. The Writ specified General Voting Day as October 28, 2004.

"The by-election was held in accordance with the provisions of the Election Act, and the completed Writ of election has been returned to me.

"In accordance with section 147 (2) of the Act, I hereby certify the election of Jagrup Brar as the Member to represent the electoral district of Surrey-Panorama Ridge in the Legislative Assembly.

On the motion of the Hon. G. Plant (Attorney General), it was Ordered --

That the certificate of the Chief Electoral Officer of the result of the election of the Member be entered upon the Journals of the House.

Mr. Jagrup Brar, having taken the oath and signed the Parliamentary Roll, was introduced by Ms. MacPhail, and took his seat.

The Hon. C. Richmond (Speaker) tabled the following documents:

The Honourable Iona V. Campagnolo, Lieutenant Governor of the Province, having entered the House, took her seat on the Throne and was pleased to deliver the following gracious Speech:

Mr. Speaker and Members of the Legislative Assembly:

In closing this Fifth Session of the Thirty-Seventh Parliament of British Columbia, I wish to commend you on the accomplishments of the past year. This session has seen the passage of measures of wide-ranging and significant importance to the people of our province. On behalf of all British Columbians, I wish to express my appreciation for the care and attention that you have given to your deliberations. I now relieve you of your duties.

Her Honour the Lieutenant Governor was then pleased to retire.

The Hon G. Plant (Attorney General) then said:

Mr. Speaker and Members of the Legislative Assembly:

It is Her Honour the Lieutenant Governor's will and pleasure that the Legislative Assembly be prorogued until 2 o'clock p.m. today and this Legislative Assembly is hereby prorogued accordingly.

Pursuant to section 33 (3) of the Constitution Act:

A declaration by the Member of the Electoral District of Vancouver-Fairview (Mr. Collins) of his intention to resign his seat as a Member of the Legislative Assembly, effective December 16, 2004, was delivered to the Speaker.

A declaration by the Member of the Electoral District of West Kootenay-Boundary (Mr. Santori) of his intention to resign his seat as a Member of the Legislative Assembly, effective January 31, 2005, was delivered to the Speaker.
