We, Her Majesty's most dutiful and loyal subjects, the Legislative Assembly of British Columbia, in Session assembled, beg leave to thank Your Honour for the gracious Speech which Your Honour has addressed to us at the opening of the present Session.

A debate arose.

Be it resolved that this House recognize the significant financial challenges Olympic hopefuls must overcome to be competitive on the world stage and encourage governments of all levels and communities to review assistance provided to Olympic athletes.
 
3 Mr. Hunter to move--
Be it resolved that this House recognizes British Columbia's leadership in developing innovative solutions that have placed our health care system on a solid foundation for the 21st century.
 
4 Mr. Lee to move--
Be it resolved that this House recognizes the mutual benefits provided by trade between British Columbia's resource industries and the countries of the Asian sub-continent.

Be it resolved that this House calls upon the provincial government to examine the feasibility of establishing tax credits for families who enrol their children in extra-curricular activities such as sports, recreation and the arts.

Be it resolved that this House recognizes the tremendous environmental and economic benefits associated with fostering the development of alternative energies.

Be it resolved that this House recognize that it is the tremendous diversity of cultures and ethnicities that make British Columbia uniquely positioned to compete in today's global economy.

Be it resolved that this House recognize the contributions of non-profit organizations and the important role they play in keeping our communities safe and healthy.

Be it resolved that this House recognizes the importance of respecting taxpayers' dollars by requiring accountability from societies and organizations receiving public funds.
 
26 Mr. Hawes to move--
Be it resolved that this House recognize the importance of eliminating administrative duplication in the health care sector and redirecting those funds towards direct patient care.

Be it resolved that this House recognize the importance of Royal Canadian Legions to our veterans and communities and encourage municipalities to consider giving tax free status to Legions in recognition of their important role.

Be it resolved that this House calls on the federal government to expand the national DNA databank so all persons convicted of indictable offences are required to provide samples.
 
29 Mr. K. Stewart to move--
Be it resolved that this House supports the tremendous growth of regional airports and passenger travel in British Columbia and the contributions this provides for the economy.
 
30 Mr. Manhas to move--
Be it resolved that this House recognizes the growth potential of the high tech sector in B.C., and seeks to foster its development through the Premier's Technology Council.
 
31 Mr. Bloy to move--
Be it resolved that this House calls upon the province of British Columbia to ensure that future labour disputes involving ferry services to coastal communities do not adversely affect the people of the province.

Be it resolved that this House recognize that the settlement of First Nations treaties as an opportunity to create lasting stability and economic opportunity for all British Columbians.

Be it resolved that this House recognize that sport and recreation freshwater fishermen have a valuable economic impact in our province.

Be it resolved that this House recognize the importance of volunteers and recognizes their help in defining priorities and values within B.C. communities.

Be it resolved that this House support the development of Slaughter Facilities to deal with the BSE crises in the beef industry and to assist B.C. ranchers expand and grow in the face of present adversity.

Be it resolved that this House calls on the Canada Pension Plan Investment Board to acknowledge in its hiring practices and private equity investment mandate the fact that thirty per cent of the contributions to the Canada Pension Plan are held by the workers and pensioners of British Columbia and Alberta.

Be it resolved that this House recognizes the important role our schools play in promoting safety and drug awareness among students in British Columbia.

Be it resolved that this House recognizes the importance of Internet learning for students as they prepare to succeed in today's global economies.

Be it resolved that this House calls on the federal government to contribute to efforts by the provincial government, local governments and tens of thousands of Fraser Valley residents to oppose the proposed Sumas Energy 2 project, out of concern for air quality.

Be it resolved that this House recognize the importance of studying the management of daylight savings and the possible benefits of foregoing daylight savings.

Be it resolved that this House recognizes the challenges related to homelessness and supports the efforts of various ministries and groups to promote effective solutions.
 
69 Mr. Mayencourt to move--
Be it resolved that this House recognize the importance of protection and aiding seniors who are faced with increased rental fees due to a strong economy.
 
70 The Hon. G. Bruce to move--
Resolved that the Legislative Assembly adopt the following sessional order:
Practice recommendation No. 11 (Standing Order 47, 47A)

Public Written Questions.

1. Written questions may be submitted by an elected member of a provincial or local public body designated under this order and in accordance with the guidelines established by Mr. Speaker. Questions submitted in writing to the Office of the Speaker by 4:00 p.m. Wednesday are eligible to be drawn on Thursday. Five questions drawn by the Speaker which conform to the guidelines shall be placed on the Orders of the Day on Monday of each week. A question shall be printed on 2 consecutive weeks unless answered.
2. A Private Member may ask a qualified question of a Minister during Question Period. The Member from whose constituency the question comes will have first refusal to put such question to the appropriate Minister. The Minister may answer the question orally or in writing by filing with the Clerk of the House. Written answers shall be published in the Votes and Proceedings.
3. Questions should relate to current provincial issues and public affairs, be timely, brief and stated without argument or opinion. The submission must not include unparliamentary language and shall be directed to the Minister who has responsibility for the area of interest.
