The Clerk of the House informed the House of the unavoidable absence of the Speaker, whereupon Dr. Weisbeck, Deputy Speaker, took the Chair, pursuant to Standing Order 12.

Prayers by Mr. Sultan.

The House proceeded to "Orders of the Day."

Pursuant to Order, the House resumed the adjourned debate on the motion "That the Speaker do now leave the Chair" for the House to go into Committee of Supply.

The debate continued.

On the motion for second reading of Bill (No. 19) intituled Ministerial Accountability Bases, 2004-2005, Amendment Act, 2005 a debate arose.

Bill (No. 19) read a second time, on division, and Ordered to be placed on the Orders of the Day for committal at the next sitting after today.

Bill (No. 6) intituled Budget Measures Implementation Act, 2005 was committed, reported complete without amendment, read a third time and passed.

Bill (No. 21) intituled Crown Counsel Agreement Continuation Act was again committed.

Section 3 of Bill (No. 21) passed, on division.

Be it resolved that this House recognizes the importance of second language education in British Columbia and recommends to government it provide additional resources to help school districts expand access to German, Spanish, Japanese, Mandarin and Punjabi classes throughout British Columbia.

NOTICE OF PUBLIC WRITTEN QUESTIONS

5 Adriane Carr, Leader, Green Party of British Columbia, to ask the Minister of Health Services, regarding the Minister's responsibility for BC Health Authorities, the following question:--
At the February 22 open board meeting of Vancouver Coastal Health in Powell River, the board revealed that there are 654 nurse vacancies in this health authority and an average wait time of 12 days for patients in hospital beds who need to be discharged to residential care that isn't available. How are the nurse vacancies and delays in discharging patients to community care affecting the emergency room and surgical wait times and what are the plans and timelines for the Ministry of Health to fill the nurse vacancies and provide the needed residential care?
