The House proceeded to "Orders of the Day."

Order called for "Private Members' Statements."

On the motion for second reading of Bill (No. M 201) intituled Medicare Protection Amendment Act, 2006, a debate arose.

The Hon. M. deJong rose on a point of order regarding the admissibility of Bill (No. M 201).

Mr. Farnworth made representations.

The Speaker ruled as follows:

Honourable Members:

Section 16 of the Medicare Protection Amendment Act, 2003 provides that the Act comes into effect by regulation of the Lieutenant Governor.

Bill M 201, Medicare Protection Amendment Act, 2006, was introduced by the Member for Saanich South and would alter section 16 by deleting the discretion of the Lieutenant Governor-in- Council and substituting a fixed date, namely February 22, 2006.

On a number of occasions, Speakers in this House have ruled that a bill in the hands of a private member which concerns prerogatives of the Crown is out of order unless sanctioned by the Crown. (See Journals 1965, March 17th, page 139 and Journals 1881, pages 22 and 23.)

Be it resolved that this House call upon the BC government to establish a public inquiry into the sale of BC Rail.

A debate arose.

On the motion of Mr. Krog, debate was adjourned to the next sitting of the House.

On the motion of Mr. Mayencourt, Bill (No. M 202) intituled Apology Act was introduced, read a first time, and Ordered to be placed on the Orders of the Day for second reading at the next sitting after today.

Order called for "Members' Statements."

Order called for "Oral Questions by Members."

The Hon. I. Chong (Minister of Community Services) tabled the Twenty-Ninth Annual Report of the business done in pursuance of the Public Service Benefit Plan Act for the year ended March 31, 2005.

The House proceeded to "Orders of the Day."

Pursuant to Order, the House resumed the adjourned debate on the motion "That the Speaker do now leave the Chair" for the House to go into Committee of Supply.

The debate continued.

On the motion of Mr. Jarvis, the debate was adjourned to the next sitting of the House.

And then the House adjourned at 5.50 p.m.

Be it resolved that, to mark the 60th anniversary of Canadian War Brides' arrival in Canada, this House proclaims 2006 the Year of the Canadian War Bride.

Wednesday, March 1

 
 53  Mr. Coons to move--
Be it resolved that this House agree to continue the moratorium on off-shore oil and gas exploration until all comprehensive environmental risk assessments are complete as well as full consultation and accommodation with communities and First Nations whose territories are impacted.
