Order for Committee of Supply called.

Pursuant to Sessional Order, order called for Section A of Committee of Supply.

Bill (No. 31) intituled Public Safety and Solicitor General Statutes Amendment Act, 2006 was committed.

Mr. Gentner moved a proposed amendment to section 6 of Bill (No. 31), which was defeated, on division.

Bill (No. 31) was reported complete without amendment, read a third time and passed.

On the motion for second reading of Bill (No. 33) intituled Education (Learning Enhancement) Statutes Amendment Act, 2006, a debate arose.

The debate continued.

On the motion of the Hon. G. Abbott, the debate was adjourned to the next sitting of the House.

Section A of Committee of Supply reported progress of the estimates of the Ministry of Forests and Range.

Report to be considered at the next sitting.

The Hon. G. Campbell (Premier) made a ministerial statement regarding the Kelowna Accord.

Mr. Farnworth made a statement.

Order called for "Oral Questions by Members."

Mr. Farnworth asked leave, pursuant to Standing Order 35, to move adjournment of the House to discuss a matter of urgent public importance, namely, the failure of the federal government to honour its commitment to the Transformative Change Accord, known as the Kelowna Accord.

The Hon. M. de Jong made a statement.

The Speaker stated that he would take the matter under advisement.

The House proceeded to "Orders of the Day."

By leave, Mr. Farnworth moved--
That the House do now adjourn to discuss a definite matter of urgent public importance, namely, the failure of the federal government to honour its commitment to the Transformative Change Accord, known as the Kelowna Accord, abandoning the tri-partite agreement and action plan to improve the socio-economic conditions of Canada's Aboriginal peoples and, as a result, putting the honour of the Crown into disrepute.

A debate arose.

By leave, the Hon. T. Christensen (Minister of Aboriginal Relations and Reconciliation) tabled the following:

A document entitled First Ministers and National Aboriginal Leaders Strengthening Relationships and Closing the Gap; and

A document entitled Transformative Change Accord between the Government of British Columbia and the Government of Canada and The Leadership Council Representing the First Nations of British Columbia.

By leave, the Hon. M. de Jong tabled a document relating to the Transformative Change Accord.

The debate continued.

The House returned to "Orders of the Day."

32. Resolved, That a sum not exceeding $473,203,000 be granted to Her Majesty to defray the expenses of Ministry of Forests and Range, Ministry Operations, to 31st March, 2007.

33. Resolved, That a sum not exceeding $55,511,000 be granted to Her Majesty to defray the expenses of Ministry of Forests and Range, Direct Fire, to 31st March, 2007.

34. Resolved, That a sum not exceeding $209,702,000 be granted to Her Majesty to defray the expenses of Ministry of Forests and Range, Housing and Homelessness, to 31st March, 2007.

49. Resolved, That a sum not exceeding $3,637,000 be granted to Her Majesty to defray the expenses of Other Appropriations, Forest Practices Board, to 31st March, 2007.


Section A of Committee of Supply reported the Resolutions and completion of the estimates of the Ministry of Forests and Range.

Report to be considered at the next sitting.

By agreement, summary debate of estimates passed in Section A (Ministry of Forests and Range) to be considered at the next sitting.

67  Ms. Thorne to move--
Be it resolved that this House urge the federal government to honour the full five years of the Federal-Provincial Agreement on Early Learning and Child Care to ensure the creation and availability of quality, affordable childcare spaces in BC.
