By leave, on the motion for second reading of Bill (No. M 214) intituled Minimum Wage Fairness Act, 2007, a debate arose.
The Speaker ruled as follows:
Honourable Members:
This Bill provides for an increase in the minimum wage and a reduction in the rate of income tax payable by corporations other than credit unions. The reduction in the rate of tax payable is an interference with Crown revenues and out of order in a Private Members’ Bill. The increase in the minimum wage imposes an impost on many employers. Standing Order 67 would require a recommendation by message of the Lieutenant Governor to validate such a Bill and I note that only the government can obtain such a motion.
Accordingly, this Bill is not in order.

By leave, on the motion for second reading of Bill (No. M 202) intituled Promotion of Safe Antifreeze Act, 2007, a debate arose.
The debate continued.
The Speaker ruled as follows:

Bill M 202, at Section 1 creates an offence under The Offense Act. Creation of an offence is an interference with Crown prerogatives in a Private Members’ Bill.
Accordingly, this Bill is not in order.

The House resumed the adjourned debate on the motion for second reading of Bill (No. 40) intituled Tsawwassen First Nation Final Agreement Act.
On the motion of Mr. Chouhan, the debate was adjourned to the next sitting of the House.

Be it resolved that this House support the Agricultural Land Reserve by resolving that future land removed from the agricultural land reserve for the purposes of treaty making must go before the Agricultural Land Commission for a decision regarding exclusion under the Land Commission Act.
