The Hon. M. de Jong rose on a point of order regarding remarks made by the Leader of the Official Opposition during Question Period.
The House proceeded to “Orders of the Day.”
The House resumed the adjourned debate on the motion for second reading of Bill (No. 40) intituled Tsawwassen First Nation Final Agreement Act.
The debate continued.
Mr. Evans sought leave to suspend Standing Order 45a, to allow an extension in speaking time.
The Speaker ruled as follows:
Honourable Members:
I have been asked by the Member for Nelson-Creston to put to the House a question of leave to suspend Standing Order 45a which affixes time limits for Members when speaking to bills and motions before this House.
The accepted procedure for amending the Standing Orders is by way of motion on notice which motion would state clearly the amendment desired. Such a motion when called would be debated by the House and passed or defeated in the normal way.
The time fixed by Standing Order 45a is quite specific and applies equally to both sides of the House and, in my respectful opinion, it would be inappropriate to request a significant amendment to the Standing Orders in the course of second reading of a bill.
I therefore decline in these specific circumstances to put the question of leave of the House to grant the Member an exemption from the application of Standing Order 45a. All Members are bound by the provisions of the existing Standing Order and I so rule.

71 Mr. Puchmayr to move—
Be it resolved that this House urges the government to initiate legislation to increase the minimum wage from eight dollars an hour to ten dollars an hour and to eliminate the six dollar an hour training wage.
Monday, October 29
72 Mr. Wyse to move—
Be it resolved that the provincial government respect local government regarding Community Charter and enter into meaningful discussions with UBCM and local government with the intent to carry on with instituting a Community Charter for regional districts, with any restructuring of regional districts put on hold until after this Charter is fully implemented — unless due and proper consultation has been undertaken.
73 Mr. Wyse to move—
Be it resolved that the provincial government respect local government decisions regarding TILMA and enter into meaningful discussions with UBCM and local governments with the intent to either;
Make changes to the agreement to more specifically address local government concerns; exempt local government from the agreement, or; withdraw from the agreement altogether.
74 Ms. Karagianis to move—
Be it resolved that this House urge the BC government to implement a pilot study using bio-diesel to fuel BC Ferries.
75 Ms. Trevena to move—
Be it resolved that this House agrees that the BC Ferry network is an integral part of BC’s public highway system.
