The Speaker ruled as follows:

Bill (No. M 204), Mineworkers Safety Act, 2008, was introduced yesterday by the Member for New Westminster. I have had an opportunity to review the Bill. I note that section 9 imposes an impost, section 37 creates an offence, and various sections impose obligations on the Crown. The Bill is therefore out of order in the hands of a Private Member, and will not proceed to second reading.

24. Resolved, That a sum not exceeding $225,218,000 be granted to Her Majesty to defray the expenses of Ministry of Economic Development, Ministry Operations, to 31st March, 2009.

Be it resolved that this House approves the following wording for the electoral reform referendum question which will appear on the May 12, 2009 general election ballot:

“Which electoral system should British Columbia use to elect members to the provincial Legislative Assembly?”

• The existing electoral system (First-Past-the-Post)
• The single transferable vote electoral system (BC-STV) proposed by the Citizens’ Assembly on Electoral Reform
