Your Select Standing Committee on Parliamentary Reform, Ethical Conduct, Standing Orders and Private Bills begs leave to report as follows:

That the preamble to Bill (No. Pr 403) intituled The Grassy Plains Community Hall Association (Corporate Restoration) Act, 2008 has been proved, and the Committee recommends to the House that the Bill proceed to Second Reading.

On the motion for second reading of Bill (No. 24) intituled E-Health (Personal Health Information Access and Protection of Privacy) Act, a debate arose.

The debate continued.

On the motion of Mr. Dix, the debate was adjourned to the next sitting of the House.

The Speaker stated he had had the opportunity to review Bill (No. M 206), Manufactured Home Park Tenancy Amendment Act, 2008, which was introduced on April 30th by the Member for Surrey-Newton. He noted that sections 2 and 3 create an impost, and ruled that the Bill is therefore out of order in the hands of a Private Member, and will not proceed to second reading.

The Speaker stated he had had the opportunity to review Bill (No. M 205), Residential Tenancy Act Amendment Act, 2008, which was introduced on April 29th by the Member for Coquitlam-Maillardville. He noted that sections 1 and 6 create an impost, and ruled that the Bill is therefore out of order in the hands of a Private Member, and will not proceed to second reading.

36. Resolved, That a sum not exceeding $394,318,000 be granted to Her Majesty to defray the expenses of Ministry of Forests and Range, Housing and Construction Standards, to 31st March, 2009.

19. Resolved, That a sum not exceeding $1,000 be granted to Her Majesty to defray the expenses of Ministry of Attorney General, British Columbia Utilities Commission, to 31st March, 2009.

Membership of Section C to be considered at a later time.

Be it resolved that this House honour the historical voyage made by Leif Erikson, who became the first European to visit North America over 1000 years ago, and recognize the contribution of the Scandinavian peoples from Norway, Sweden, Denmark, Finland and Iceland to Canada, by declaring October 9 as Leif Erikson day in British Columbia.
