The Speaker stated that he had had the opportunity to review Bill (No. M 202), Members Conflict of Interest Amendment Act, 2010 which was introduced in the House by the Member for Victoria-Beacon Hill. The Bill seeks to impose a penalty under section 33 and is therefore out of order in the hands of a Private Member, and will not proceed to second reading.
