Bill Goodacre was first appointed Parliamentary Secretary to the Minister of Environment, Lands and Parks in February 2000 and was re-appointed in November 2000. Before that, he served as the Parliamentary Secretary to the Minister of Aboriginal Affairs and Minister Responsible for the Insurance Corporation of BC from July 1999 to February 2000.

Bill was elected to the Legislative Assembly to represent the constituency of Bulkley Valley-Stikine in the 1996 general election.

Bill holds a degree in economics from the University of British Columbia. Prior to his election, he worked as a grocer with Goodacre's Stores Ltd.

A long-term community activist, Bill has served as a Councillor on the Smithers Town Council and as a Board Member for both the Dze I K'ant Friendship Centre and the Northwest Community College Board of Governors.

Bill lives in Smithers with his wife, Mary Etta Cloud.
