Andrew Petter was appointed Parliamentary Secretary to the Premier in November 2000.

Andrew served as the Attorney General and Minister Responsible for Human Rights from February to November 2000. He was also responsible for the Provincial Capital Commission and BC 2000. Andrew served as Minister of Advanced Education, Training and Technology and Minister of Intergovernmental Relations from February 1998 to February 2000, and was Minister Responsible for Youth for part of that time. He also served as Minister of Finance and Corporate Relations and Minister Responsible for Intergovernmental Relations from June 1996 to February 1998, Minister of Health from February to June 1996, Minister of Forests from September 1993 to February 1996 and Minister of Aboriginal Affairs from November 1991 to September 1993.

Andrew was first elected to the Legislative Assembly to represent the constituency of Saanich South in the 1991 general election and was re-elected in 1996.

Born in Victoria, Andrew was educated at Notre Dame University in Nelson and the University of Victoria, where he obtained a bachelor of laws and was awarded the Law Society of B.C. gold medal for the highest standing in his class. He obtained a master of laws from Cambridge University on a Commonwealth scholarship.

Andrew is on leave from the University of Victoria, where he was Associate Professor in the Faculty of Law. Previous appointments include legal adviser to the Constitutional Branch of the Saskatchewan Department of Justice and Assistant Professor at Osgood Hall Law School in Toronto.
