The Clerk of the House informed the House of the unavoidable absence of the Speaker, whereupon Mr. Barnes, Deputy Speaker, took the Chair, pursuant to Standing Order 12.

The Hon. R. Blencoe (Minister of Municipal Affairs, Recreation and Housing) presented to the Speaker a Message from His Honour the Lieutenant Governor, which read as follows:

The Lieutenant Governor transmits herewith Bill (No. 28) intituled Municipal Finance Authority Amendment Act, 1992 and recommends the same to the Legislative Assembly.

The Hon. T. Perry (Minister of Advanced Education, Training and Technology) presented to the Speaker a Message from His Honour the Lieutenant Governor, which read as follows:

56   The Hon. C. Gabelmann to move--
Be it resolved that this Assembly recommends to the Lieutenant Governor that Mr. Brent D. Parfitt be re-appointed Acting Ombudsman pursuant to the Ombudsman Act on termination of his present appointment as Acting Ombudsman.
