The Special Committee of Selection appointed on March 18, 1993, to prepare and report lists of members to compose the Select Standing Committees of this House for the present Session, begs leave to report that the following is the list of members to compose the Select Standing Committees for the present Session:

That the Select Standing Committee on Health and Social Services be empowered to examine and inquire into the matters of reducing the accessibility and attractiveness of tobacco to children and young people, and to make recommendations for regulations pursuant to sections 3 and 4 of the Tobacco Product Amendment Act, 1992, and in particular, without limiting the generality of the foregoing, to consider:

(a) categories of tobacco vendors;

(b) process of obtaining a tobacco vendor licence;

(c) terms and conditions of a tobacco vendor licence;

(d) fee structure for a tobacco vendor licence;

(e) form, content and manner of presentation of health warning signs that must be displayed with tobacco at the time tobacco is offered for sale;

(f) minimum number of cigarettes in a package;

(g) minimum age for purchasers of tobacco; and

(h) placement of tobacco vending machines; and to report to the House as soon as possible, or following any adjournment, or at the next following Session, as the case may be; to deposit the original of its reports with the Clerk of the Legislative Assembly during a period of adjournment and upon the resumption of the sittings of the House, the Chair shall present all reports to the Legislative Assembly.

In addition to the powers previously conferred upon the said Committee by the House, the Committee shall have the following additional powers, namely:

(a) to appoint of their number one or more subcommittees and to refer to such subcommittees any of the matters referred to the Committee;

(b) to sit during any period in which the House is adjourned, during the recess after prorogation until the next Session, and during any sitting of the House;

(c) to adjourn from place to place as may be convenient; and

(d) to retain personnel as required to assist the Committee.

By leave, the Hon. M. Sihota moved--
That the Select Standing Committee on Aboriginal Affairs be empowered to examine, inquire into and make recommendations with respect to all matters related to the First Citizens' Fund Loan Program established through the First Citizens' Fund under the Special Accounts Appropriation and Control Act, and in particular, without limiting the generality of the foregoing, to consider:

(a) The effectiveness of the current program design, delivery mechanism and benefit to the client;

(b) the appropriateness of the current program to address the barriers to small business development experienced by aboriginal people; and

(c) recommendations concerning the design and delivery of the loan program to ensure the established mandate of the fund and the changing needs of the aboriginal business community are being met; and to report to the House as soon as possible, or following any adjournment, or at the next following Session, as the case may be; to deposit the original of its reports with the Clerk of the Legislative Assembly during a period of adjournment and upon the resumption of the sittings of the House, the Chair shall present all reports to the Legislative Assembly.

In addition to the powers previously conferred upon the said Committee by the House, the Committee shall have the following additional powers, namely:

(a) to appoint of their number one or more subcommittees and to refer to such subcommittees any of the matters referred to the Committee;

(b) to sit during any period in which the House is adjourned, during the recess after prorogation until the next Session, and during any sitting of the House;

(c) to adjourn from place to place as may be convenient; and

(d) to retain personnel as required to assist the Committee.

By leave, the Hon. M. Sihota moved--
That the Select Standing Committee on Parliamentary Reform, Ethical Conduct, Standing Orders and Private Bills be empowered to examine and inquire into all matters and issues concerning the two referenda questions placed before the voters in the 1991 Provincial election, that is:

1. Should voters be given the right, by legislation, to vote between elections for the removal of their Member of the Legislative Assembly?

and

2. Should voters be given the right, by legislation, to propose questions that the Government of British Columbia must submit to voters by referendum?

and to report to the House as soon as possible, or following any adjournment, or at the next following Session, as the case may be; to deposit the original of its reports with the Clerk of the Legislative Assembly during a period of adjournment and upon the resumption of the sittings of the House, the Chair shall present all reports to the Legislative Assembly.

In addition to the powers previously conferred upon the said Committee by the House, the Committee shall have the following additional powers, namely:

(a) to appoint of their number one or more subcommittees and to refer to such subcommittees any of the matters referred to the Committee;

(b) to sit during any period in which the House is adjourned, during the recess after prorogation until the next Session, and during any sitting of the House;

(c) to adjourn from place to place as may be convenient; and

(d) to retain personnel as required to assist the Committee.

By leave, the Hon. M. Sihota moved--
That the Select Standing Committee on Economic Development, Science, Labour, Training and Technology be empowered to examine the implications of the economies of British Columbia and Canada of the North American Free Trade Agreement (NAFTA) initialled by Canada, the United States and Mexico on October 7, 1992; and to report to the House as soon as possible, or following any adjournment, or at the next following Session, as the case may be; to deposit the original of its reports with the Clerk of the Legislative Assembly during a period of adjournment and upon the resumption of the sittings of the House, the Chair shall present all reports to the Legislative Assembly.

In addition to the powers previously conferred upon the said Committee by the House, the Committee shall have the following additional powers, namely:

(a) to appoint of their number one or more subcommittees and to refer to such subcommittees any of the matters referred to the Committee;

(b) to sit during any period in which the House is adjourned, during the recess after prorogation until the next Session, and during any sitting of the House;

(c) to adjourn from place to place as may be convenient; and

(d) to retain personnel as required to assist the Committee.

By leave, the Hon. M. Sihota moved--
That this House authorize the Select Standing Committee on Forests, Energy, Mines and Petroleum Resources to examine, inquire and make recommendations with respect to the availability of lumber to remanufacturers, and in particular, without limiting the generality of the foregoing, to consider:

(a) the lumber supply requirements of the remanufacturing sector; and

(b) barriers or impediments to increasing the supply of lumber to the remanufacturing sector; and to report to the House as soon as possible, or following any adjournment, or at the next following Session, as the case may be; to deposit the original of its reports with the Clerk of the Legislative Assembly during a period of adjournment and upon the resumption of the sittings of the House, the Chair shall present all reports to the Legislative Assembly.

In addition to the powers previously conferred upon the said Committee by the House, the Committee shall have the following additional powers, namely:

(a) to appoint of their number one or more subcommittees and to refer to such subcommittees any of the matters referred to the Committee;

(b) to sit during any period in which the House is adjourned, during the recess after prorogation until the next Session, and during any sitting of the House;

(c) to adjourn from place to place as may be convenient; and

(d) to retain personnel as required to assist the Committee.

Pursuant to Order, the House resumed the adjourned debate on the Address in Reply to the Speech of His Honour the Lieutenant Governor at the opening of the Session.

The debate continued.

On the motion of the Hon. A. Charbonneau, the debate was adjourned to the next sitting of the House.

And then the House adjourned at 11.51 a.m.

On the motion of Mr. Farrell-Collins, Bill (No. M 207) intituled Labour Ombudsman Act was introduced, read a first time, and Ordered to be placed on the Orders of the Day for second reading at the next sitting after today.

The Hon. G. Clark (Minister of Finance and Corporate Relations) presented the Public Accounts of British Columbia for the fiscal year ended March 31, 1992.

That the Public Accounts for the fiscal year ended March 31, 1992, be referred to the Select Standing Committee on Public Accounts.

That a Special Committee be appointed to select and unanimously recommend to the Legislative Assembly, the appointment of an Information and Privacy Commissioner, pursuant to section 37 (1) of the Freedom of Information and Protection of Privacy Act, and that the Special Committee so appointed shall have the powers of a Select Standing Committee and is also empowered:

(a) to appoint of their number, one or more subcommittees and to refer to such subcommittees any of the matters referred to the Committee;

(b) to sit during any period in which the House is adjourned, during the recess after prorogation until the next following Session and during any sitting of the House;

(c) to adjourn from place to place as may be convenient;

(d) to retain such personnel as required to assist the Committee; and shall report to the House as soon as possible, or following any adjournment, or at the next following Session, as the case may be; to deposit the original of its reports with the Clerk of the Legislative Assembly during a period of adjournment and upon the resumption of the sittings of the House, the Chair shall present all reports to the Legislative Assembly.

The said Special Committee is to be composed of Mr. B. Jones (Convener), Messrs. Hartley, Garden and Krog, Mmes. Brewin, MacPhail and Pement, Messrs. Warnke, Dalton, K. Jones and Serwa.

Pursuant to Order, the House resumed the adjourned debate on the Address in Reply to the Speech of His Honour the Lieutenant Governor at the opening of the Session.

The debate continued.

On the motion of Mr. Giesbrecht, the debate was adjourned to the next sitting of the House.

The Hon. B. Barlee, on behalf of the Hon. G. Clark (Minister of Finance and Corporate Relations) tabled the 1991-92 Public Accounts Digest.

And then the House adjourned at 5.58 p.m.

Mr. Farrell-Collins to introduce a Bill intituled Vehicle Transfer Consumer Protection Act.

53  Mr. Chisholm to move--
Be it resolved that this Legislative Assembly support the implementation of a passenger rail service between Chilliwack and Vancouver to reduce traffic congestion and pollution in the Fraser Valley.
 
54  Mr. Chisholm to move--
Be it resolved that this Legislative Assembly support the motion for creation of a new policy regarding the abandoned railway land through the Southern Interior of British Columbia to effectively return the lands to the lawful owners.
 
55  Mr. Chisholm to move--
Be it resolved that this Legislative Assembly support the implementation of a natural gas engine for use in urban transit buses and government vehicles to help reduce costs and pollution.
