The Clerk of the House informed the House of the unavoidable absence of the Speaker, whereupon Mr. Barnes, Deputy Speaker, took the Chair, pursuant to Standing Order 12.

Prayers by the Deputy Speaker.

The Hon. J. Cashore (Minister of Environment, Lands and Parks) tabled the State of the Environment Report for British Columbia and made a ministerial statement relating thereto.

Ms. Tyabji made a statement.

Mr. Serwa made a statement.

On the motion of Mr. Neufeld, Bill (No. M 218) intituled Rural Health Transportation Act was introduced, read a first time, and Ordered to be placed on the Orders of the Day for second reading at the next sitting after today.

The Hon. M. Sihota (Minister of Labour and Consumer Services and Minister Responsible for Constitutional Affairs) presented to the Speaker a Message from His Honour the Lieutenant Governor, which read as follows:
