Prayers by Ms. Stephens.

The Speaker declared a short recess.

His Honour the Lieutenant Governor having entered the House, and being seated in the Chair -- E. George MacMinn, Q.C., Deputy Clerk, read the titles to the following Bills:

Bill (No. 27) Miscellaneous Statutes Amendment Act, 1993.

Bill (No. 33) Human Rights Amendment Act, 1993.

Bill (No. 43) Municipalities Enabling and Validating (No. 2) Amendment Act (No. 2), 1993.

His Honour was pleased in Her Majesty's name to give assent to the said Bills.

The said assent was announced by E. George MacMinn, Q.C. Clerk of the Legislative Assembly "In Her Majesty's name, His Honour the Lieutenant Governor doth assent to these Bills."

Bill (No. 64) Supply Act (No. 2), 1993.

His Honour was pleased in Her Majesty's name to give assent to the said Bill.

The said assent was announced by E. George MacMinn, Q.C., Clerk of the Legislative Assembly "In Her Majesty's name, His Honour the Lieutenant Governor doth thank Her Majesty's loyal subjects, accepts their benevolence, and doth assent to this Bill."

His Honour the Lieutenant Governor was then pleased to retire.

The Hon. M. Sihota (Minister of Labour and Consumer Services and Minister Responsible for Constitutional Affairs) presented to the Speaker a Message from His Honour the Lieutenant Governor, which read as follows:

The Lieutenant Governor transmits herewith Bill (No. 67) intituled Residential Tenancy Amendment Act, 1993 and recommends the same to the Legislative Assembly.

Second reading at the next sitting after today.

On the motion of Ms. Reid, Bill (No. M 223) intituled Mandatory Arrest Act was introduced, read a first time and Ordered to be placed on the Orders of the Day for second reading at the next sitting after today.

Order called for "Oral Questions by Members."

Mr. Anderson presented a petition relating to private adoptions.

Mr. Beattie presented a petition relating to the Manufactured Homes' Legislative Review.

The House proceeded to "Orders of the Day."

Section A of Committee of Supply having reported the last vote of the Estimates of the Ministry of Government Services, debate on those Estimates was summarized, pursuant to Sessional Order of March 31, 1993.

Section A of Committee of Supply having reported the last vote of the Estimates of the Ministry of Women's Equality, debate on those Estimates was summarized, pursuant to Sessional Order of March 31, 1993.

Section A of Committee of Supply having reported the last vote of the Estimates of the Ministry of Advanced Education, Training and Technology, debate on those Estimates was summarized, pursuant to Sessional Order of March 31, 1993.

Bill (No. 35) intituled Local Elections Reform Act, 1993, was again committed.

The Committee rose, reported progress and asked leave to sit again.

Bill to be considered at the next sitting.

In consideration of a proposed amendment on the Order Paper to section 10 (section 52) of Bill (No. 35) the Committee divided.

The amendment was defeated on the following division:
