Prayers by Mr. De Jong.

The Speaker declared a short recess.

His Honour the Lieutenant Governor having entered the House, and being seated in the Chair -- Ian D. Izard, Law Clerk and Clerk Assistant, read the titles to the following Bills:

Bill (No. 41) Notaries Amendment Act, 1993.

Bill (No. 44) Liquor Control and Licensing Amendment Act, 1993.

Bill (No. 53) Legal Profession Amendment Act, 1993.

Bill (No. 63) Workers Compensation Amendment Act, 1993.

His Honour was pleased in Her Majesty's name to give assent to the said Bills.

The said assent was announced by Ian M. Horne, Q.C., Clerk of the Legislative Assembly "In Her Majesty's name, His Honour the Lieutenant Governor doth assent to these Bills."

His Honour the Lieutenant Governor made a statement on leaving the service of the Province of British Columbia, and on the retirement of Ian M. Horne, Q.C., Clerk of the Legislative Assembly

The Hon. M. F. Harcourt (Premier) made a statement.

Mr. Gingell made a statement.

Mr. Weisgerber made a statement.

His Honour the Lieutenant Governor was then pleased to retire.

The House proceeded to "Orders of the Day."

Order for Committee of Supply called.

Pursuant to Sessional Order, order called for Section A of Committee of Supply (estimates of the Ministry of Municipal Affairs, Recreation and Housing).

Bill (No. 65) intituled Employment Standards Amendment Act, 1993 was committed.

The Committee recessed for ten minutes.

The Committee rose, reported progress and asked leave to sit again.

Bill to be considered later today.

On the motion for second reading of Bill (No. 68) intituled Health Council Act, a debate arose.

The debate continued.

On the motion of Mr. Wilson that the debate be adjourned until later today, the House divided.

Mr. Anderson resumed the debate.

Mr. Anderson moved the following amendment --
That the motion for second reading of Bill (No. 68) be amended by deleting the word "now" and substituting therefor the words "six months hence."

On the motion of Mr. Anderson the debate on the amendment was adjourned until later today.

Bill (No. 65) initituled Employment Standards Amendment Act, 1993 was again committed.

An amendment to section 3 of Bill (No. 65) passed, on division.

Mr. Farrell-Collins moved a proposed amendment to section 3 of Bill (No. 65) as follows:

SECTION 3, to amend section 3 to read:

(3) Where the provisions of a collective agreement respecting a matter referred to in Column 1 of subsection (2) do not, when considered together, meet or exceed the minimum requirements established by the sections of the applicable Part or regulations referred to in Column 2 of subsection (2) when considered together,

(a) the sections of the applicable Part or regulations are deemed to be incorporated in the collective agreement to the extent necessary to replace the provisions of the collective agreement which do not meet the minimum requirements established by the sections of the applicable Part or regulations, and

( b) the dispute resolution provisions of the collective agreement apply for the resolution of a dispute arising in respect of the application or interpretation of the sections incorporated in the collective agreement under paragraph (a) of this subsection.

The amendment was defeated, on division.

The Committee rose, reported progress and asked leave to sit again.

On the motion for second reading of Bill (No. 71) intituled Health Professions Statutes Amendment Act, 1993, a debate arose.

The debate continued.

Bill (No. 71) read a second time and Ordered to be placed on the Orders of the Day for committal at the next sitting after today.

The House was Ordered recessed until 6 o'clock p.m. and to sit later today.

Five Minutes past Six o'clock p.m.

Bill (No. 65) intituled Employment Standards Amendment Act, 1993 was again committed.

Mr. Farrell-Collins moved a proposed amendment to section 13 of Bill (No. 65) as follows:

SECTION 13, to read:

13 Section 2 of the Employment Standards Act as re-acted by section 3 of this Act applies in respect of employment covered by a collective agreement from and including the later of:

(a) January 1, 1994; and

(b) the date of expiry stated in the collective agreement or such earlier date as may be set out in an order made by the director or the director's representatives on an application jointly made by the parties to the collective agreement.

The amendment was defeated, on division.

In consideration of section 13 of Bill (No. 65) the Committee divided as follows:
