On the motion of Mr. Mitchell, Bill (No. M 226) intituled Senatorial Selection Amendment Act, 1993 was introduced, read a first time, and Ordered to be placed on the Orders of the Day for second reading at the next sitting after today.

The House proceeded to "Orders of the Day."

Bill (No. 60) intituled Pension Statutes Amendment Act, 1993 was committed, reported complete without amendment, read a third time and passed.

The House recessed for five minutes.

Bill (No. 58) intituled Municipal Affairs, Recreation and Housing Statutes Amendment Act (No. 2), 1993 was again committed.

Two o'clock p.m.

The Hon. L. Boone (Minister of Government Services) tabled the Annual Report of the Public Service Commission for the fiscal year 1992/1993.

The Hon. G. Clark (Minister of Finance and Corporate Relations) tabled the Sixteenth Annual Report of the business done in pursuance of the Public Service Benefit Plan Act for the year ended March 31, 1992.

Order called for "Oral Questions by Members."

Mr. Wilson presented a petition relating to the ferry services between Little River and Powell River.

By leave, the Hon. G. Clark moved--
That a Special Committee be appointed to select and unanimously recommend to the Legislative Assembly, the appointment of an Auditor General, pursuant to the Auditor General Act, and that the Special Committee so appointed shall have the powers of a Select Standing Committee and is also empowered:
(a) to appoint of their number, one or more subcommittees and to refer to such subcommittees any of the matters referred to the Committee;
(b) to sit during any period in which the House is adjourned, during the recess after prorogation until the next following Session and during any sitting of the House;
(c) to adjourn from place to place as may be convenient; and
(d) to retain such personnel as required to assist the Committee;
and shall report to the House as soon as possible, or following any adjournment of the House, or at the next following Session, as the case may be; to deposit the original of its reports with the Clerk of the Legislative Assembly during a period of adjournment and upon the resumption of the sittings of the House, the Chairperson shall present all reports to the Legislative Assembly.
The said Special Committee is to be composed of Mr. Kasper (Convener), Mmes. Brewin, Hammell and Pullinger, Messrs. Krog, Schreck and Janssen, Ms. Reid, Messrs. Gingell and Farrell-Collins and Mr. Weisgerber.

Motion agreed to.

The Hon. J. Sawicki (Speaker) tabled the Annual Report of the Legislative Assembly Management Committee for the period April 1, 1992 to July 27, 1993.

Mr. Gingell presented the Second Report of the Select Standing Committee on Public Accounts for the Second Session of the Thirty-fifth Parliament.

Resolved, That the Report be taken as read and received.

By leave of the House, Mr. Gingell moved that the Rules be suspended and the Report be adopted.

Motion agreed to.

Mr. Farnworth presented the Second Report of the Select Standing Committee on Economic Development, Science, Labour, Training and Technology for the Second Session of the Thirty-fifth Parliament regarding the North American Free Trade Agreement.

Resolved, That the Report be taken as read and received.

Mr. Farnworth asked leave to suspend the Rules to move a motion that the Report be adopted.

Leave was not granted.

His Honour the Administrator was then pleased to retire.

The Hon. M. F. Harcourt (Premier) made a statement relating to the retirement of Mr. Ian M. Horne, Q.C., Clerk of the Legislative Assembly

Mr. Gingell made a statement.

Mr. Weisgerber made a statement.

The Hon. J. Sawicki (Speaker) made a statement and presented Mr. Horne with a Talking Stick carved by Mr. Joe Peters, Jr.

The Hon. M. Sihota moved--
That the House, at its rising, do stand adjourned until it appears to the satisfaction of the Speaker, after consultation with the Government, that the public interest requires that the House shall meet, or until the Speaker may be advised by the Government that it is desired to prorogue the Second Session of the Thirty-fifth Parliament of the Province of British Columbia. The Speaker may give notice that she is so satisfied or has been so advised and thereupon the House shall meet at the time stated in such notice, and, as the case may be, may transact its business as if it has been duly adjourned to that time and date; and

That, in the event of the Speaker being unable to act owing to illness or other cause, the Deputy Speaker shall act in her stead for the purpose of this order.

And then the House adjourned at 6.41 p.m.
