Mr. Nebbeling made a personal statement.

The House proceeded to "Orders of the Day."

Pursuant to Order, the House resumed the adjourned debate on the motion "That the Speaker do now leave the Chair" for the House to go into Committee of Supply.

The debate continued.

On the motion of Mr. Gingell, the debate was adjourned to the next sitting of the House.

The Hon. A. Petter (Minister of Finance and Corporate Relations and Minister Responsible for Intergovernmental Relations) presented to the Speaker a Message from His Honour the Lieutenant Governor, which read as follows:

The Lieutenant Governor transmits herewith Bill (No. 5) intituled Supply Act (No. 1), 1997 and recommends the same to the Legislative Assembly.

On the motion for second reading of Bill (No. 5) intituled Supply Act (No. 1), 1997, a debate arose, which was, on the motion of the Hon. A. Petter, adjourned until later today.

And then the House adjourned at 11.52 a.m.

On the motion of Mr. Weisgerber, Bill (No. M 201) intituled Financial Administration Amendment Act, 1997 (Special Warrant Abolition) was introduced, read a first time, and Ordered to be placed on the Orders of the Day for second reading at the next sitting after today.

Order called for "Oral Questions by Members."

Mr. Gingell presented two petitions.

The House proceeded to "Orders of the Day."

The House resumed the adjourned debate on the motion for second reading of Bill (No. 5) intituled Supply Act (No. 1), 1997.

The debate continued.

On the motion of Mr. Coell, the debate was adjourned until later today.

The House recessed until 6.35 p.m.

His Honour was pleased in Her Majesty's name to give assent to the said Bill.

The said assent was announced by E. George MacMinn, Q.C., Clerk of the House, in the following words:

"In Her Majesty's name, His Honour the Lieutenant Governor doth thank Her Majesty's loyal subjects, accepts their benevolence, and assents to this Bill."

His Honour the Lieutenant Governor was then pleased to retire.

The Hon. J. MacPhail moved--
That the House at its rising stand adjourned until 2 o'clock p.m. on Tuesday next.

Motion agreed to.

And then the House adjourned at 1.54 a.m.

NOTICE OF MOTIONS

Tuesday, April 1

  47   Mr. Abbott to move in amendment, seconded by Ms. Hawkins--

Be it resolved that the motion "that the Speaker do now leave the Chair and the House to go into Committee of Supply" be amended by adding the following: "but this House regrets that the Government appears determined to unfairly download significant costs onto the backs of homeowners, renters and small business, through the arbitrary and unilateral breach of the Local Government Grants Act."

  48   Mr. Jarvis to move in amendment, seconded by Mr. Plant--

"We, Her Majesty's most dutiful and loyal subjects, the Legislative Assembly of British Columbia in session assembled, beg leave to thank Your Honour for the gracious speech which Your Honour has addressed to us at the opening of the present Session," be amended by adding the following: " . . . but this assembly regrets that the government appears determined to deprive injured and disabled British Columbians of fair compensation for motor vehicle accident injuries by pursuing, without public consultation, initiatives which would deprive all British Columbians of their fundamental civil right to sue those who negligently injure them in motor vehicle accidents."

Wednesday, April 2

  49   The Hon. J. MacPhail to move--

"That this House condemn the actions of the Member for West Vancouver-Garibaldi during debate on the Throne Speech and subsequently in relation to the Member for Vancouver-Mount Pleasant."

  50   Mr. Anderson to move in amendment, seconded by Mr. Krueger--

That the amendment moved by Mr. Abbott and seconded by Ms. Hawkins be amended by deleting all words after "But the House regrets" and adding the following:
"That the government has included in its forecasts and its public statements an intention to dramatically worsen the gambling situation in British Columbia, to strive for revenue which will likely be substantially exceeded by attendant social costs, including gambling addiction, crime, abuse, poverty, family breakdown, bankruptcies, destruction to small business, and drains on the healthcare, social services, public safety and education systems by expanding the venues of gambling to include slot machines, destination resort casinos and many others, and to override the will of the electorate as frequently documented by this same government."

  51   Mr. J. D. Wilson to move in amendment, seconded by Mr. Nebbeling--

That the amendment moved by Mr. Jarvis and seconded by Mr. Plant be amended by deleting all words after "but this assembly regrets" and adding the following:
" . . . that the government of British Columbia persists in its raid on Forest Renewal BC by transferring $100 million from FRBC for funding programs traditionally funded by the Ministry of Forests."
