Prayers by the Hon. J. Doyle.

Order called for "Oral Questions by Members."

The Hon. J. Doyle (Minister of Forests) tabled the Forest Renewal BC Business Plan 2000/2001.

The Hon. S. Hammell (Minister of Multiculturalism and Immigration and Minister Responsible for the Public Service) tabled the Twenty-Third Annual Report of the business done in pursuance of the Public Service Benefit Plan Act for the year ended March 31, 1999.

By leave, the Hon. D. Lovick moved--

That the Select Standing Committee on Agriculture and Fisheries be re-appointed to examine, inquire into and make recommendations with respect to an "Agri-food" Policy for the new Millennium and beyond for British Columbia and in particular, without limiting the generality of the foregoing, to consider:

1. the deliberations of the Ministry of Agriculture, Food and Fisheries' agri-food policy consultations and
2. any other matters referred to the Committee by the Minister of Agriculture, Food and Fisheries.

In addition to the powers previously conferred upon the Select Standing Committee on Agriculture and Fisheries the Committee be empowered:

(a) to appoint of their number, one or more subcommittees and to refer to such subcommittees any of the matters referred to the Committee;
(b) to sit during a period in which the House is adjourned, during the recess after prorogation until the next following Session and during any sitting of the House;
(c) to adjourn from place to place as may be convenient; and
(d) to retain personnel as required to assist the Committee,

and shall report to the House as soon as possible, or following any adjournment, or at the next following Session, as the case may be; to deposit the original of its reports with the Clerk of the Legislative Assembly during a period of adjournment and upon resumption of the sittings of the House, the Chair shall present all reports to the Legislative Assembly.

Motion agreed to.

By leave, the Hon. D. Lovick moved--

That in addition to the powers previously conferred upon the Select Standing Committee on Forests, Energy, Mines and Petroleum Resources the Committee be empowered:

(a) to appoint of their number, one or more subcommittees and to refer to such subcommittees any of the matters referred to the Committee;
(b) to sit during a period in which the House is adjourned and during the recess after prorogation until the next following Session;
(c) to continue its deliberations upon the Forest Renewal BC Business Plan for the years 1997/98, 1998/99 and 1999/2000;

and shall report to the House as soon as possible, or following any adjournment, or at the next following Session, as the case may be; to deposit the original of its reports with the Clerk of the Legislative Assembly during a period of adjournment and upon resumption of the sittings of the House, the Chair shall present all reports to the Legislative Assembly.

and that the following report of the Auditor General of British Columbia be referred to the Select Standing Committee on Public Accounts for the first time:

Report 11: Towards a More Accountable Government: Putting Ideas Into Practice (March 2000)

In addition to the powers previously conferred upon the Select Standing Committee on Public Accounts, the Committee be empowered:

(a) to appoint of their number, one or more subcommittees and to refer to such subcommittees any of the matters referred to the Committee;
(b) to sit during a period in which the House is adjourned, during the recess after prorogation until the next following Session and during any sitting of the House;
(c) to adjourn from place to place as may be convenient; and
(d) to retain personnel as required to assist the Committee,

and shall report to the House as soon as possible, or following any adjournment, or at the next following Session, as the case may be; to deposit the original of its reports with the Clerk of the Legislative Assembly during a period of adjournment and upon resumption of the sittings of the House, the Chair shall present all reports to the Legislative Assembly.

By leave, the Hon. D. Lovick moved--

That a Special Committee on Information Privacy in the Private Sector be re-appointed to examine, inquire into and make recommendations with respect to:

1. the protection of personal information in private sector transactions and
2. the impact of electronic documents on privacy and freedom of information for British Columbians; and without limiting the generality of the foregoing to consider reports referred to the Committee by the Minister of Advanced Education, Training and Technology.

The Special Committee so appointed shall have the powers of a Select Standing Committee and is also empowered:

(a) to appoint of their number, one or more subcommittees and to refer to such subcommittees any of the matters referred to the Committee;
(b) to sit during a period in which the House is adjourned, during the recess after prorogation until the next following Session and during any sitting of the House;
(c) to adjourn from place to place as may be convenient;
(d) to retain such personnel as required to assist the Committee;

and shall report to the House as soon as possible, or following any adjournment, or at the next following Session, as the case may be; to deposit the original of its reports with the Clerk of the Legislative Assembly during a period of adjournment and upon resumption of the sittings of the House, the Chair shall present all reports to the Legislative Assembly.

That the Special Committee on Information Privacy in the Private Sector is to be composed of Messrs. Kasper (Convener), Calendino, G. Clark, Janssen and Orcherton, and Ms. Walsh and Messrs. Weisbeck, Plant and Abbott and Ms. Whittred.

Motion agreed to.

The House proceeded to "Orders of the Day."

Pursuant to Order, the House resumed the adjourned debate on the motion "That the Speaker do now leave the Chair" for the House to go into Committee of Supply.

On the motion of Mr. Barisoff the debate was adjourned to the next sitting of the House.

And then the House adjourned at 5.48 p.m.

NOTICE OF MOTIONS

Tuesday, April 4

6  Mr. de Jong to move in amendment, seconded by Mr. Hansen--
Be it resolved that the motion "That the Speaker do now leave the Chair" for the House to go into Committee of Supply, be amended by adding the following: "But the house regrets that the budget has not been balanced for nine consecutive years; the resulting debt has the fastest growing debt service costs of any province in Canada; the transfer of half billion dollar BC Ferry debt to the public pocket has now added an enormous burden to the hard-working people of this province; and, this government has not been accountable to the public and does not understand that a long term strategy is required in order to put B.C. back on the economic track it was on nine years ago."
